State of Palestine appreciates UNRWA’s ‘neutrality’ report

Ramallah, 23 April 2024 (TDI): The State of Palestine has appreciated the UNRWA’s report emphasizing UNRWA’s practices of ensuring the principle of neutrality.

The investigation report titled: “Independent Review of Mechanisms and Procedures to Ensure Adherence by UNRWA to the Humanitarian Principle of Neutrality” has been requested by the UN Secretary-General.

The former French Foreign Minister, Catherine Colonna has served as the head of the team working on the report.

The State of Palestine appreciated Catherine Colonna’s work for issuing the “Independent review of mechanisms and procedures to ensure adherence by UNRWA to the humanitarian principle of neutrality”

While, the Sweden-based Raoul Wallenberg Institute of Human Rights and Humanitarian Law, the Norwegian Chr. Michelsen Institute and the Danish Institute for Human Rights have carried out detailed assessments.

UNRWA is indispensable

As affirmed by the report, “UNRWA is indispensable.”

“Its role remains vital and irreplaceable in assisting millions of Palestine refugees as indicated in its mandate.”

Moreover, the report emphasized, “its rules and procedures are indeed exemplary and set a high standard for UN agencies and other humanitarian agencies.”

Nevertheless, the report has stressed that recommendations to enhance UNRWA’s already high standards of impartiality, humanity, and neutrality are important.

Commitment to preserve UNRWA Mandate

The State of Palestine believes that the report is a “testament to the commitment of the UN and international community to preserve UNRWA’s mandate.”

It also understands that such efforts are important to “ensure UNRWA’s continuity until the rights of Palestinian refugees are realized.”

And, “a just political solution is found, by international law and UN resolutions.”

The State of Palestine has also ascertained cooperation with the Secretary-General and UNRWA’s Commissioner-General.

As it believes, is to ensure that UNRWA’s “mandate is implemented most effectively and by the relevant General Assembly resolutions.”

These include Resolutions 194 (III), 302 (IV), and all other resolutions concerning its operations in Jordan, Lebanon, Syria, and the Occupied Palestinian Territory including East Jerusalem, to provide the necessary assistance, protection, and emergency relief to the Palestine refugees, particularly in this time of grave crisis in the Gaza Strip.

Lastly, the State of Palestine has expressed gratitude towards the donor community.

It called on the states that cut funding to urgently reconsider their decisions. Also, the state requests engagement with UNRWA to ensure the necessary support for regional stability.
