World Government Summit 2024


The World Government Summit 2024, held in Dubai, from 12th February to February 14th, included Turkiye, India, and Qatar as the Guests of Honor, more than 25 Heads of State, and 4000 delegates from around the world.

The theme of the Summit, Shaping Future Governments, underscored the importance of governments to adapt and innovate in a world that is evolving rapidly.

Also, the world is facing changes in the field of technological advancements and global challenges that come with it. The purpose of this Summit is to hold a Global Dialogue about government processes and policies with a focus on future and technological innovation.

This report aims to examine the key discussions, analyze emerging technological trends, and propose recommendations for governments to build resilient and competent public institutions for the future. The report will briefly discuss the initiatives and developments of the ‘Guests of Honor’ countries (Qatar, India, and Turkiye).

The World Government Summit comprises of three main focuses:

Government Acceleration and Transformation

Under this section, the summit explored how governments are accelerating their adoption of digital transformation to improve service, decision-making processes, and efficiency. Moreover, the session included discussions on Artificial Intelligence (AI) and the Internet of Things (IoT). A key element in this is to ensure responsible and ethical usage of technologies while keeping the privacy of citizens as a top priority.

AI and Next Frontiers

In this part of the session, the representations discussed the use of Generative AI in the field of scientific research and education. In addition, there were concerns raised regarding the potential misuse of this technology. It can be used for propaganda and disinformation campaigns such as deep fakes.

Reimagining Development and Future Economies

The governments discussed how they can create policies for the promotion of innovation, attraction of investments, and adopting skills that are necessary for thriving in a digital economy. Furthermore, there is a need for sustainable development strategies for development initiatives.


The World Government Summit 2024 included several significant discussions. The prominent part included a citizen-centric government where there is user-friendly service, response, and transparency for fostering trust between the public and governments.

Moreover, there was an emphasis on establishing clear guidelines for data collection while ensuring privacy and data security.

In addition, importance is given to international collaboration to address the use of Generative AI and ethical guidelines on its use. It is a learning machine and has the potential to transform into a fully autonomous machine. It also highlighted the socio-economic challenges that may be posed by emerging technologies.

Lastly, the Summit ensured the need for investing in education and training programs. It will be vital to equip citizens with skills that are necessary in the workplace.

Government Experiences and Development Initiatives

The International Community recognizes the advancements and progress areas of these three countries for their experience and development initiatives.

Qatar: Qatar has been actively developing Smart City Initiatives which is to utilize technology to improve the infrastructure. The country presented its best practices and progress at the Summit.

Furthermore, the country has made significant investments in education and training programs while diversifying its economy beyond oil and gas. Qatar envisions the Qatar National Vision (QNV) 2030 strategy that aims to prepare society for the effective adoption of AI technology. This will target sectors such as health, entertainment, business, education, and research.

Turkiye: The country has been actively investing in digital transformation across various sectors. They have been thriving in building smart cities and innovative technologies. An example is the Turkish AI Initiative (TRAI), to develop and sustain artificial intelligence for research and applications in Turkey.

Also, the country focuses on six strategic priorities; educating citizens in AI, supporting research activities, entrepreneurship and innovation in AI, access to technical infrastructure, making arrangements to accelerate socioeconomic changes, and improving international cooperation.

India: India aims to promote e-governance through its ongoing initiatives of the Aadhaar Program (digital identity) and its Digital India Campaign. The country highlights discussions on AI advancement for agriculture and rural development.

It aims at incorporating emerging technologies in Neurosurgery Simulation Training, the Indian Army’s accident prevention system, and the MoU between Ericson and Centre for Responsible AI (CeRAI). Reportedly, Ericson Research stated that 6G and future networks will seemingly aim at integrating the physical and digital worlds.


The World Government Summit 2024 completed its theme for Shaping Future Governments in a tech-driven world. The discussions emphasized embracing technologies side by side with ethical usage.

Moreover, the major highlights included citizen-centric government models, investing in the digital realm, promotion of international cooperation and collaboration, and empowering workers with skills for efficiency and transparency.

The Summit created potential for concrete actions in a changing world by incorporating AI in various sectors. It can promote life-long learning of technological advancements.

Also, the Guest of Honor countries i.e. India, Turkiye, and Qatar showcased their development initiatives and shared responsibilities in the International Community. To work together, the International Community can strive towards empowering citizens and a more sustainable and prosperous future.

Some of the recommendations that can be adhered to are:

Promoting AI competitions: These can be held on the National and International Levels where participants can develop solutions to issues like Climate Change, Pandemics, Education, or Healthcare. Resultantly, it can bring creative ideas to the table.

Recruiting Young Innovators: Identifying and hiring young and passionate innovators who can connect academia with innovation. Traditional governmental departments can incorporate this in their operational mechanisms.

Government Ideas Portal: Creating an online portal where the citizens have easy access and can drop in their ideas for betterment in the government sectors. As a result, this can help create trust between governments and the public and ensure transparency with feedback.

WGS includes Regional and International Sessions Respectively: Additionally,  the dedicated sessions can explore and address the challenges and opportunities. It will facilitate solutions according to the regional context.
