MOSCOW (TDI): Russia’s Foreign Ministry said that a decision has been taken at the top level to delist Taliban as terror group.
This decision, which has been taken at the highest level, will require various legal procedures to be implemented, according to Zamir Kabulov, President Vladimir Putin’s special representative on Afghanistan.
Russia Removes From Terror List
In July, Putin stated that Russia views the Taliban as an ally in the fight against terrorism.
Since the Taliban regained power in Afghanistan in August 2021 following the withdrawal of US-led forces, Russia has been gradually building ties with the group.

No nation has formally recognized the Taliban as Afghanistan’s legitimate government, although China and the UAE have accepted its ambassadors.
Lifting this designation would mark a significant step toward normalizing relations with Afghanistan.
During a speech in Moscow, Taliban acting foreign minister Amir Khan Muttaqi welcomed recent decisions by Kazakhstan and Kyrgyzstan to remove the group from their lists of banned organizations.
He expressed gratitude for positive remarks from Russian officials and hoped for further constructive actions.

In separate remarks, Russian Foreign Minister Sergei Lavrov underscored the necessity of maintaining “pragmatic dialogue” with the Afghan government.
He said that that resolving issues in Afghanistan cannot happen without involvement from Kabul.
