Islamabad (TDI): Pakistan’s Deputy Prime Minister and Foreign Minister, Ishaq Dar, arrived in Moscow on Monday to lead the country’s delegation at the Shanghai Cooperation Organization (SCO) Council of Heads of Government (CHG) meeting, scheduled for November 17‑18.
The visit comes at the invitation of Russian Prime Minister Mikhail Mishustin. The CHG is the SCO’s second-highest decision-making body, directing regional cooperation in economics, commerce, finance, connectivity, socioeconomic development, and budgetary issues.
It also approves joint communiqués, announcements, and major decisions that influence the Organization’s agenda.
Heads of government from Belarus, China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, along with the Vice President of Iran, will attend. Foreign ministers from Pakistan and India will also participate.
The summit will feature leaders from Mongolia, Bahrain, Egypt, Qatar, Kuwait, and Turkmenistan, alongside heads of international and regional organizations such as the Commonwealth of Independent States (CIS), Collective Security Treaty Organization (CSTO), Euro Asian Economic Union (EAEU), and Democratic Socialist of America (DSA).

During the summit, Dar is scheduled to present Pakistan’s opinions on regional and global challenges, as well as discuss measures to improve the SCO for the benefit of all member states.
On the sidelines, he will hold bilateral discussions with other SCO leaders to highlight Islamabad’s commitment to greater regional engagement and cooperation.
The participants will also review the draft action plan for 2026-2030, which aims to expand trade ties among member countries. They are expected to evaluate the implementation of decisions from the last SCO summit in Tianjin, China, and hold discussions on energy cooperation.
As the two-day summit begins today, it underscores Pakistan’s active role in promoting multilateral ties across Eurasia and strengthening economic, strategic, and diplomatic cooperation within the SCO framework.
