Beijing, 3 April 2024 (TDI): Chinese President Xi Jinping, appoints new ambassadors while aligning with a decision from the Standing Committee of the National People’s Congress.
China’s top legislature has announced significant changes in ambassadorial roles, as confirmed by a statement released on Tuesday.
Cao Zhongming as Ambassador to Singapore
Cao Zhongming assumes the role of the new ambassador to Singapore. He succeeded Sun Haiyan. She served as a deputy minister of the Chinese Communist Party’s International Liaison Department since June 2023. She previously held the position of Chinese Ambassador to Singapore from May 2022 to July 2023.
Cao Zhongming’s diplomatic career primarily focuses on African affairs. He held various positions at the Chinese Embassy in the Republic of Chad. He also worked within the Ministry of Foreign Affairs’ Department of African Affairs.
Ji Ping as Ambassador to Madagascar
Simultaneously, Ji Ping took over as the ambassador to Madagascar, succeeding Guo Xiaomei, who served as the Chinese ambassador to Estonia. During her visit to Rakvere, she met Mayor Triin Varek.
Zhang Bin as Ambassador to Angola
Moreover, Gong Tao, appointed in 2019, has been replaced by Zhang Bin, as announced by Chinese President Xi Jinping.
Zhang Bin’s expertise in oil diplomacy and African politics makes him a suitable choice for China’s diplomatic ties with Angola. His recent presence in Angola underscores the significance of this diplomatic mission.
Xu Xueyuan as Ambassador to Panama
Additionally, Xu Xueyuan, Minister at the People’s Republic of China Embassy in the US since 2018, takes on the role of ambassador to Panama, succeeding Wei Qiang. Wei Qiang’s efforts in making important diplomatic contacts and improving Sino-Panamanian ties are acknowledged.

The new ambassadors are expected to play pivotal roles in promoting mutual understanding, cooperation, and friendship between China and these respective countries.
