CEB Grants €100M loan for Ukraine healthcare restoration

Paris, 18 November 2023 (TDI): The Council of Europe Development Bank (CEB) has granted a €100 million loan to the Ministry of Health of Ukraine to support Ukraine’s reconstruction efforts.

With this funding, it will be easier to restore the healthcare system that the conflict with Russia has harmed as well as to meet immediate medical needs.

The aggression of the Russian Federation has caused approximately $2.5 billion in damage to Ukraine’s health sector infrastructure. As a result, this limits the availability and accessibility of health services, especially in conflict-affected regions. 

The Health Enhancement and Life-Saving (HEAL) project, a $500 million framework operation that the World Bank launched in collaboration with Ukrainian authorities, will receive support from the CEB loan.

The World Bank has already approved $100 million in loans and $20 million in grants to launch the project.

CEB Governor Carlo Monticelli highlighted the importance of this collaboration, stating, “Today marks a significant milestone in our cooperation with Ukraine for the country’s reconstruction.

Our first loan to the Ministry of Health focuses on restoring and improving access to essential health services, including mental health, and represents an important step toward a recovery for the people of Ukraine.”

The Health Enhancement and Life-Saving (HEAL) project aims to reconstruct healthcare facilities, particularly in regions severely affected by the armed conflict.

The funding will support the strengthening of primary healthcare, providing essential services through mobile teams in conflict and remote areas.

Additionally, the project will contribute to the renovation of hospital buildings and address emerging health needs, with a special focus on mental health.

Viktor Liashko, Minister of Health of Ukraine, emphasized the critical role of international partners in the restoration efforts, saying, “Our goal is to provide Ukrainians with access to medical care, despite all challenges.

I sincerely thank international partners, including the CEB, for their reliable support and help to achieve this goal.”

The CEB’s funding is expected to play a pivotal role in rebuilding and fortifying Ukraine’s health sector, fostering resilience through investments in e-health.

And introducing new functions for sustainable and innovative health service delivery in the long term.
