Albania and Italy sign social security contribution recognition agreement

Rome, 7 February  2024 (TDI): Igli Hasani, Foreign Minister of Albania, and Antonio Tajani, Foreign Minister of Italy signed an agreement on the recognition of social security contributions on February 6, 2024, in Rome.

This agreement marks a significant milestone in the bilateral relations between the two countries. It aims to ensure the rights of both Italian workers in Albania and Albanian workers in Italy concerning pensions, strengthening the social security framework for individuals.

Antonio Tajani highlighted the significance of the agreement calling it crucial after 15 years of waiting. He highlighted its importance in guaranteeing the rights of both Italian and Albanian workers regarding pensions. He also added that the joint decision by Italy and Albania provides security and a promising future for many people.

Commitment to a Shared Vision

Igli Hasani, expressed similar sentiment, emphasizing the long-awaited benefits for Albanians employed in Italy. He also expressed gratitude for the collaborative efforts spanning over 15 years. He acknowledged the dedication of both country’s working groups and the personal commitment of Minister Tajani to realize the agreement.

Following the signing, the agreement will proceed to ratification processes in both Albania and Italy. Subsequently, there will be a prompt exchange of ratification instruments. Once ratified, the agreement will enter into force alongside the Administrative Agreement for implementing legislation, ensuring its effective application.

The signing of this agreement comes after extensive negotiations initiated on July 26, 2022. Approximately 550,000 Albanian citizens and 20,000 Italian citizens stand to benefit from this agreement, which will unify contribution periods and prevent the loss of working years.

The agreement encompasses various benefits under the Albanian social security scheme, including provisions for old-age pensions, disability pensions, family pensions, sickness and maternity benefits, and unemployment benefits.

Italy joined the list of countries with which Albania has social security agreements, including Hungary, Canada, Turkey, and others. This milestone further strengthens the social security network for individuals across borders.

Meanwhile, ongoing negotiations with the Netherlands, Romania, Greece, and France signify Albania’s continued efforts to expand its international social security cooperation.
