Washington D.C (TDI): The Fifth U.S.-ASEAN Cyber Policy Dialogue occurred in Singapore on October 17, 2024. The dialogue was jointly chaired by Cambodia and the United States.
Furthermore, robust cooperation and a shared objective of establishing an open, peaceful, interoperable, reliable, and secure cyberspace that enhances global trade and commerce, strengthens international security, and fosters economic growth, freedom of expression, and innovation were evident at the Dialogue.
Furthermore, participants discussed how states can advance a constructive and collaborative vision for cyberspace, digital technologies, and the digital economy.
They reaffirmed the U.S.-ASEAN Leaders’ Statement on Promoting Safe, Secure, and Trustworthy Artificial Intelligence, adopted at the 12th U.S.-ASEAN Summit in October 2024.
Furthermore, they discuss methods by which nations might enhance the constructive, collaborative essence of the U.S.-ASEAN Comprehensive Strategic Partnership.
Considering the Fourth U.S.-ASEAN Cyber Policy Dialogue, conducted last year during Singapore International Cyber Week, alongside the U.S.-ASEAN Leaders’ Statement on Cybersecurity Cooperation.

This was endorsed at the Sixth U.S.-ASEAN Summit in November 2018 and reiterated a collective vision of “a peaceful, secure, and resilient regional cyberspace,” while the Dialogue promoted discourse on national cyber policies and priorities.
This encompasses collaboration in both international and regional arenas, as well as the regional and global cyber landscape.
During the continued discussions in the UN Open-Ended Working Group, members reiterated their dedication to endorsing and executing the framework for responsible state conduct in cyberspace.
To mitigate the risk of misinterpretation and escalation in cyberspace, attendees acknowledged the importance of the continuous implementation of cyber trust-building measures, alongside the progress achieved in fostering extensive regional cybersecurity collaboration and capacity enhancement.
This indulges initiatives advocated by the ASEAN Ministerial Conference on Cybersecurity, the ASEAN Regional Forum Inter-Sessional Meeting on the Security of and in the Use of Information and Communication Technologies, the ASEAN Ministerial Meeting on Transnational Crime, and the ASEAN Digital Ministers’ Meeting.
Moreover, participants committed to enhancing regional cybersecurity collaboration and capacity-building efforts.

The dialogue centered on strengthening regional collaboration in cyber capacity building through partnership initiatives and programmes such as the U.S.-Singapore Third Country Training Programme on Cybersecurity, the Digital Connectivity and Cybersecurity Partnership, the ASEAN-Japan Cybersecurity Capacity Building Centre, the ASEAN-Singapore Cybersecurity Centre of Excellence, and the U.S.-ASEAN Connect Digital Economy Series.

It also emphasised ASEAN’s initiatives to combat cybercrime and enhance its capacity to protect critical infrastructure, including industrial control systems.
The attendees also addressed potential approaches for incorporating cybersecurity into relevant government official exchange programmes.
The conversation advances U.S.-ASEAN cooperation as outlined in the U.S.-ASEAN Comprehensive Strategic Partnership, the U.S.-ASEAN Strategic Plan of Action, the ASEAN Outlook on the Indo-Pacific, and the Master Plan on ASEAN Connectivity 2025.
Participants in the Dialogue concurred to explore the feasibility of conducting the Sixth U.S.-ASEAN Cyber Policy Dialogue during Singapore International Cyber Week in 2025.
