Navruz, an ancient festival of the Iranian-speaking peoples with a history spanning over six thousand years, has now emerged as one of the key cultural symbols and elements of the national identity of the Tajik people.
As the Founder of Peace and National Unity – Leader of the Nation, President of Tajikistan Emomali Rahmon, stated in one of his congratulatory messages on the occasion of Navruz: “We take pride in the fact that the celebration of Navruz is a product of the reflection and contemplation of the Aryan peoples and boasts a history of more than six thousand years.”
The international recognition of this holiday and Tajikistan’s contribution to its promotion has not only strengthened the country’s prestige on the global stage but has also become an essential instrument of Tajikistan’s cultural diplomacy.
Navruz, as a factor in enhancing Tajikistan’s image in the international arena, holds particular significance by demonstrating the country’s potential in the field of public diplomacy. Cultural traditions such as Navruz play a crucial role in soft power strategies, transforming into effective mechanisms for strengthening international ties.
In this sense, soft power is actively at work: Navruz, as an instrument of Tajikistan’s public diplomacy, reveals the festival’s potential as a means of promoting national values, historical heritage, and foreign policy initiatives.
Modern geopolitics necessitates a comprehensive approach to shaping a positive national image. One of the most promising directions in this regard is geoculture and national branding, underscoring the relevance of exploring Navruz’s potential within Tajikistan’s international positioning strategy.
The integration of national holidays into the global agenda contributes to strengthening regional cooperation, expanding economic ties, and drawing the attention of the international community. In this context, it is essential to examine Navruz and global diplomacy as a mechanism for promoting Tajikistan in the global scene through diplomatic, economic, and humanitarian initiatives.

Equally important is the concept of “from tradition to diplomacy”, where Tajikistan’s cultural heritage becomes a cornerstone of its foreign policy strategy. As the President of Tajikistan emphasizes: “It should be noted that throughout the long history of our people, ancient Navruz, along with the Tajik language, has formed the foundation of Tajik self-consciousness. If the Tajik language serves as the guardian of our people’s rich and eternal scientific and literary heritage and historical memory, then the festival of Navruz preserves the living traditions, customs, rituals, and national culture of our nation.”

One of the most important events in this context is the International Festival “Navruz – Cultural Heritage and Tourism,” organized under the initiative of the Executive Authority of Dushanbe at the National Library of Tajikistan.
This festival brings together scholars and experts from various countries to discuss the history, philosophy, and values of Navruz, creating new opportunities for scientific and cultural cooperation.
Another significant event in cultural diplomacy is the International Forum “Navruz Dushanbe – Center for Cultural and Tourism Relations.” This forum serves as a global platform for artistic exchange, where professional artists and craftsmen from different countries present the finest examples of national art.
The festival also includes exhibitions of pottery, carpet weaving, Chakan embroidery, and other traditional crafts from across the region. The event is attended by experts and representatives of tourism companies from Central Asia, Afghanistan, Iran, China, and other countries, fostering discussions on reviving and utilizing Tajikistan’s cultural heritage to develop the tourism sector.
Navruz as a diplomatic and regional cooperation instrument and the history of its international recognition is closely tied to Tajikistan’s consistent diplomatic efforts. In 2009, through a joint initiative of Tajikistan, Iran, Azerbaijan, Afghanistan, and other regional countries, Navruz was inscribed in UNESCO’s Representative List of Intangible Cultural Heritage.
The following year, in 2010, the United Nations General Assembly adopted a special resolution declaring March 21 as the “International Day of Navruz.” Tajikistan’s political leadership played a key role in this process, emphasizing the global significance of Navruz in high-level meetings with UNESCO and UN officials.
In 2023, Tajikistan, together with Turkmenistan, initiated a new UN resolution reinforcing Navruz’s role in peacebuilding and cultural understanding. Each year, on the eve of Navruz, Central Asian heads of state hold official and informal meetings to discuss pressing regional issues, reaffirming the holiday’s importance as a diplomatic platform for dialogue and cooperation.
Tajikistan actively utilizes Navruz as an instrument for strengthening peace and stability in the region. The initiatives of the President of the Republic of Tajikistan, His Excellency Emomali Rahmon, aimed at leveraging Navruz traditions to promote peace and regional cooperation, have garnered support both among regional countries and international organizations.
Moreover, Navruz plays a significant role in the development of cross-border cooperation and addressing common regional challenges. For instance, in border areas of Tajikistan, Kyrgyzstan, Uzbekistan, and other neighboring states, the joint celebration of Navruz fosters economic and trade interactions, helping to build trust and dialogue among local communities. The prospects for incorporating Navruz into Tajikistan’s diplomatic strategy appear promising and well-defined. Moving forward, Tajikistan can continue to position Navruz as a central element of its diplomatic approach, utilizing it as a soft power tool.

A prime example of this is Tajikistan’s initiative to proclaim the International Decade for Action “International Decade for Action “Water for Sustainable Development”, 2018-2028” along with Dushanbe Water Process in support of the successful implementation of that initiative, which has received both broad international recognition and support.
This initiative highlights the country’s commitment to addressing global environmental challenges while integrating traditional values rooted in the philosophy of Navruz.
Navruz and Food Security
The political leadership of Tajikistan, under the guidance of the Honorable Leader of the Nation, attaches particular importance to global food security issues, which remain a pressing challenge in today’s world. In turn, this contributes to strengthening Tajikistan’s international reputation as a country making a substantial contribution to addressing pressing global challenges.
In conclusion, it is essential to emphasize that Navruz plays a crucial role in shaping and reinforcing Tajikistan’s international image. The global recognition of this festival is the result of consistent efforts by the country’s leadership, allowing Tajikistan to establish itself as a nation with an ancient and rich cultural heritage, profound humanistic values, and a steadfast commitment to peace.
Navruz, which inherently symbolizes the rebirth of nature, the renewal of the year, and the beginning of agricultural activities, has today evolved into a significant cultural, social, and political phenomenon. It plays an important role in both Tajikistan’s domestic and foreign policy.
As President Emomali Rahmon, has stated: “For this very reason, this genuine natural and cultural phenomenon will never become obsolete; it will always remain in harmony with humankind.”
Therefore, Navruz should be regarded not only as a national holiday but also as an essential tool of diplomacy, a means of preserving national identity, and a mechanism for strengthening Tajikistan’s position on the international stage. It is imperative to continue prioritizing these aspects and utilizing their full potential.
