Kazakhstan Signs Deal for $1.5bn Data Centre with US-Linked Consortium

Astana (TDI): Kazakhstan has signed a memorandum of cooperation with an international consortium that includes Dornan Engineering Group and JMOT04 to develop a large-scale data centre project aimed at strengthening the country’s digital infrastructure.

The agreement was signed by Kazakhstan’s Ministry of Artificial Intelligence and Digital Development during the GITEX AI Kazakhstan forum.

According to the ministry, the project involves the construction of a high-reliability Tier III–Tier IV data centre with a planned capacity ranging between 50 megawatts and 200 megawatts.

Authorities said investment in a 200 MW Tier IV facility could range between $1 billion and $1.5 billion, making it one of the largest digital infrastructure projects planned in Central Asia.

The project also includes the construction of a dedicated gas-fired power plant with generation capacity of up to 250 MW to ensure a stable and independent electricity supply for the data centre. Investment in the power facility is estimated at between $200 million and $400 million.

The energy component of the project will be implemented by Ample Solution Limited, an Asian electronic components supplier founded in 2008. Kazakh officials said the project formed part of broader efforts to position the country as a regional hub for technology, artificial intelligence and digital infrastructure.

“Kazakhstan has a unique geographic position, a favorable climate, and competitive electricity costs. These factors create a solid foundation for hosting international data centers and developing digital infrastructure,” said Zhaslan Madiyev, deputy prime minister and head of the Ministry of Artificial Intelligence and Digital Development.

Authorities are currently evaluating potential locations for the facility, with preference being given to sites located near gas infrastructure to ensure efficient power generation and operational stability.

The project is expected to support Kazakhstan’s wider ambitions to establish a “data center valley” in the northeastern Pavlodar region. Deputy Energy Minister Sungat Yessimkhanov recently said the first facilities in the proposed cluster could begin operations as early as 2027.

He said preparations were underway to formalise land allocations and secure uninterrupted electricity supply for the planned centres.

“At the first stage, 300 MW will be required, and there are no issues with that volume,” Yessimkhanov stated.

During the GITEX AI forum, Kazakhstan’s Energy Ministry and the Ministry of Artificial Intelligence and Digital Development also signed separate cooperation memorandums with Ample Solution Limited and Dominor Partners Ltd for the development of hyperscale data centres in the country.

The agreements include plans for specialised digital and energy infrastructure clusters supported by gas, coal and renewable energy projects to ensure reliable electricity supply.

Officials said the initiatives would also focus on technology transfer, workforce training and localisation of equipment production to strengthen Kazakhstan’s technological independence and industrial capacity.

The projects are expected to attract foreign investment, create employment opportunities and accelerate the growth of Kazakhstan’s digital economy.

Authorities further said the initiative would help establish Kazakhstan as a major regional technology and energy hub connecting Europe and Asia.
