Astana (TDI): Kazakhstan has ranked 60th out of 195 countries in the Government AI Readiness Index 2025, published by international analytical centre Oxford Insights, emerging as the regional leader in Central Asia for government preparedness to adopt and manage artificial intelligence.
The ranking, highlighted by Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, reflects a significant improvement for the country, which climbed 16 places from 76th in the previous edition of the index.
The Government AI Readiness Index assesses how effectively governments are positioned to deploy AI across public administration, economic activity and social sectors, while also ensuring its safe, responsible and sustainable use. Covering 195 countries, it is the only global ranking focused exclusively on the role of the state in fostering AI development.
According to the ministry, Kazakhstan’s rise in the rankings reflects stronger institutional capacity, expanded digital infrastructure and the growing integration of AI-driven solutions in public services.
Kazakhstan recorded its strongest performance in the Public Sector Adoption category, scoring 73.59 points. This result highlights the widespread use of digital technologies in government operations, the development of e-government platforms and the shift toward proactive digital engagement with citizens and businesses.

Oxford Insights noted that Kazakhstan’s competitive advantage lies in its well-developed digital and telecommunications infrastructure, including high internet penetration, national digital platforms and a mature e-government ecosystem. The report also cited the country’s political and managerial readiness, supported by strategic policy documents, an emerging regulatory framework and sustained government commitment to AI development.
Despite these gains, the report and the ministry identified areas requiring further progress. The next phase of AI development will focus on accelerating the commercialisation of AI technologies, strengthening the private technology and startup ecosystem, and expanding business access to data and financing tools.

Earlier this year, Kazakhstan further reinforced its AI ambitions by launching the most powerful supercomputer in Central Asia, a move officials describe as central to positioning artificial intelligence as a driver of both domestic and global economic growth.
