Beijing (TDI): China has issued a fresh white paper outlining its approach to arms control, disarmament, and nonproliferation, reaffirming its stance on maintaining global stability in an increasingly complex security landscape.
The document, titled “China’s Arms Control, Disarmament, and Nonproliferation in the New Era,” was released on Thursday by the State Council Information Office. It highlights Beijing’s long-standing claim that it plays a “constructive” and responsible role in international security matters and regularly puts forward proposals aimed at easing tensions and strengthening global peace.
According to the white paper, China views itself as a consistent supporter of world peace, economic development, and the international order. The purpose of the report is to offer a detailed overview of China’s policies in traditional and emerging security areas, including outer space, cyberspace, and artificial intelligence, Xinhua reported.
The paper also reiterates China’s commitment to working with the rest of the world to reinforce global arms control systems. It calls on all countries to step up cooperation to safeguard international security and prevent the spread of dangerous weapons.

It notes that China supports a United Nations-centric global arms control framework and advocates for stronger governance in this domain. As a permanent member of the UN Security Council, Beijing says it has fulfilled its treaty responsibilities and taken part in multilateral efforts involving nuclear, biological, chemical, and other sensitive weapons fields.
Emerging technologies such as space systems, digital infrastructure, and AI are described as new strategic arenas requiring updated global rules. China proposes that the UN should lead the process of creating widely accepted standards for these domains, while ensuring developing countries have a greater voice in shaping those rules.
The document further states that China is strengthening its domestic nonproliferation mechanisms, taking part in international initiatives, and backing the peaceful use of advanced technologies. It emphasizes that China’s modernization is tied to peaceful development and contributes to global stability rather than undermining it.

Looking ahead, the report says Beijing hopes to work with other nations to promote a more balanced multipolar world order, advance inclusive globalisation, and reinforce an international arms control system centered on the UN. China, it states, aims to help build a shared future for humanity by supporting dialogue, cooperation, and long-term peace.
