Beijing, 5 April 2024 (TDI): China’s Cyberspace Administration vows to deepen AI governance collaboration with African nations at the China-Africa Internet Development and Cooperation Forum in Xiamen.
Cyberspace Administration of China director Zhuang Rongwen emphasized mutual opportunities. He discussed global internet governance improvements during the forum’s opening ceremony.
Furthermore, the forum’s statement urges China and Africa to enhance coordination within multilateral frameworks. The emphasis was laid on the need for developing countries’ representation in global AI development and governance.
The forum was hosted by the Cyberspace Administration of China and the Fujian provincial government. It attracted officials and representatives from 20 African countries and international organizations.
China and the United States are competing for AI dominance. Recent UN resolutions aim to steer AI use towards global good and sustainable development.
Africa’s Role in Scientific Progress and AI Development
In addition to this, the Xiamen Forum highlights Africa’s role in scientific progress. Additionally, it talks about the importance of AI development for developing countries.
According to the statement from the Xiamen conference, Africa is a “significant participant in scientific and technological progress” and “developing countries greatly benefit from the development and application of AI.”
The statement emphasized that China is ready to collaborate with the continent in AI to “seize opportunities, meet challenges, and strengthen cooperation.”
The statement also highlighted the emphasis on policy discussions.
It also discussed sectors like R&D, industry collaboration, and data and cyber security measures.
In addition to this, it advocated for talks and exchanges on AI policy and technology between China and Africa.
“We should encourage China-Africa cooperation in enhancing AI capacity building. We should also conduct online courses and professional training. Moreover, we should help countries improve AI technology and governance capabilities,” the statement said.

The Cyberspace Administration of China announces plans to establish the China-Africa Exchange and Cooperation Center on Cybersecurity and Digital Economy in Xiamen.
