ASEAN Secretary-General Dr. Kao Kim Hourn will travel to Shanghai, China, this week to attend the 2026 World Artificial Intelligence Conference and High-Level Meetings on Global AI Governance, which is one of the biggest gatherings on AI.
The conference is being held under the theme “AI Partnership for a Brighter Future.” Dr. Kao will deliver remarks at the High-Level Meeting on Global AI Governance, where he will highlight ASEAN’s own initiatives in shaping how AI is governed globally.
The 2026 World Artificial Intelligence Conference runs from July 17 to 20 in Shanghai and brings together global leaders, industry figures, and researchers to advance dialogue on the future of artificial intelligence and international cooperation in AI governance.
The event is jointly organized by several of China’s top national ministries, including the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Education, and the Ministry of Science and Technology, alongside the Shanghai city government.

This year’s edition is set to be the largest in the conference’s history. It will bring together over 1,400 prominent guests, including senior government officials, industry leaders, top executives, and researchers.
ASEAN’s participation reflects the bloc’s growing commitment to shaping global AI governance frameworks. The region has been developing its own AI governance instruments, including the ASEAN Guide on AI Governance and Ethics, which gives practical guidance for businesses on responsible AI use.
Additionally, Southeast Asian countries are also investing heavily in AI infrastructure, digital economies, and AI-powered public services, with Malaysia’s recent launch of an AI avatar of Prime Minister Anwar Ibrahim being a notable example.
By participating at the highest level in the Shanghai conference, ASEAN signals its intent to be an active voice in global AI governance discussions, alongside the United States, China, and the European Union.
