Aliyev, Tokayev Deepen Ties as Azerbaijan Lifts Armenia Transit Ban

Astana (TDI): Azerbaijani President Ilham Aliyev arrived in Kazakhstan on Monday for a state visit that underscored growing regional cooperation and a notable diplomatic shift.

The visit began with an official welcome ceremony, including a guard of honor and bilateral discussions, followed by the second meeting of the Kazakhstan–Azerbaijan Supreme Intergovernmental Council.

Speaking at a joint press conference with President Kassym-Jomart Tokayev, Aliyev confirmed that the decision to lift all restrictions on the transit of goods to Armenia applies to shipments both from Azerbaijan and from third countries transiting through Azerbaijani territory. Although no formal treaty was signed, the move is widely interpreted as a confidence-building measure amid delicate post-conflict diplomacy in the region.

Tokayev hailed the decision as a “positive and forward-looking step” and emphasized the growing strategic partnership between the two Caspian neighbors. He highlighted the importance of expanding cooperation in transport, logistics, and energy, sectors that have become increasingly central to both economies.

Aliyev’s visit comes as Astana and Baku accelerate collaboration across rail, port, digital, and energy infrastructure. Monday’s meetings produced several project commitments aimed at boosting cargo capacity along the Trans-Caspian International Transport Route, also known as the Middle Corridor, which links China and Europe through Central Asia and the South Caucasus.

Since Russia’s invasion of Ukraine in 2022 disrupted traditional trade routes, the Middle Corridor’s strategic relevance has grown dramatically. Both Kazakhstan and Azerbaijan now see themselves as pivotal players in a new Eurasian logistics framework that circumvents Russian territory.

In his remarks, Tokayev described Aliyev’s state visit as “critically important for deepening our strategic partnership.” Calling Azerbaijan a “fraternal nation and regional power,” the Kazakh leader pointed to shared historical ties and “a common cultural and spiritual heritage” as the foundation of an enduring alliance.

“Azerbaijan is a special country for Kazakhstan,” Tokayev said. “We are united by common history and outlook. On this solid foundation, our cooperation continues to expand across multiple fields.”

Aliyev, for his part, praised Tokayev’s domestic reform agenda, calling Kazakhstan’s modernization “impressive” and voicing strong support for the president’s policies. “We are ready to strengthen cooperation in all sectors,” he said.
