Islamabad (TDI): The Asian Development Bank (ADB) has appointed Xiaoqin Fan as the new Country Director for Pakistan, effective today. Ms, Fan brings over 30 years of professional experience, including 22 years at ADB.
In her new role, she will oversee the bank’s operations overseas in Pakistan and implement the country partnership strategy (CPS).
The CPS focuses on fostering economic growth, resilience, and competitiveness in Pakistan.
Upon assuming her new role, Ms. Fan emphasized ADB’s commitment to working closely with Pakistan’s federal and provincial governments, the private sector, and key stakeholders.
She is delighted to return to Pakistan and lead ADB’s operations in this pivotal period.

ADB will continue to support Pakistan’s economic recovery, climate resilience initiatives, private sector development, and institutional reform efforts. Ms. Fan will also spearhead consultations for ADB’s upcoming CPS for 2026-2030 which will define the bank’s support for Pakistan’s development goals.
Moreover, key focus areas include fostering livable cities, promoting rural and digital development, and enhancing regional cooperation and integration.
A New Zealand national Ms. Xiaoqin Fan holds a Doctorate in Economics from the Australian National University and degrees from Lanzhou University in the People’s Republic of China (PRC).
Throughout her tenure at ADB, she held leadership roles across various departments, including her recent position as Director, of Finance in the Group Finance Sector.
Ms. Fan succeeds Yong Ye, who served as ADB’s Country Director for Pakistan from 2021.
