Tianjin (TDI): Chinese President Xi Jinping, as the host of the largest gathering in SCO’s history, used the Summit to propose a bold new framework: the Global Governance Initiative (GGI), aimed at creating a more equitable global system.
Addressing the SCO Plus meeting, which included heads of state and dialogue partners, Xi called on all countries to collaborate toward a more just and inclusive world order.
The initiative rests on five guiding principles:
- Respect for sovereign equality
- Adherence to international rule of law
- Commitment to multilateralism
- A people-centered approach
- An emphasis on concrete action
Xi said the world is on a new crossroads where Cold War-era tensions and protectionism still loom, despite continued demands for peace, cooperation, and development.
He portrayed the SCO as a catalyst for reforming global governance, urging members to lead by example and showcasing China’s commitment through tangible cooperation platforms in energy, green industries, digital economy, science, education, and vocational training.

Reinforcing the GGI’s spirit, China pledged substantial economic and humanitarian support: 2 billion Yuan in grants this year plus 10 billion Yuan in loans over three years, alongside 100 targeted “small and smart” livelihood projects and extended scholarships and training opportunities for youth across SCO member states.
The GGI adds to Xi’s evolving vision of global frameworks, following his Global Development, Security, and Civilization Initiatives. Together, they reflect a growing effort to reshape international norms around fairness, cooperation, and multipolarity.
Russia’s President Vladimir Putin publicly endorsed Xi’s vision, expressing interest in turning the GGI into a substantive discussion among SCO members. The summit underscored growing alignment between SCO nations in crafting a world less driven by West-dominated structures.
