Pakistan at UNGA Emergency Special Session

New York, 25 March 2022 (TDI): Pakistan’s permanent representative to the UN, Ambassador Munir Akram spoke on the situation in Ukraine at the UNGA 11th Emergency Special Session.

Pakistan’s Permanent Representative’s Statement at UNGA 11th Emergency Special Session:

The Pakistan delegation joins in expressing our condolences to the people and government of the U.S. on the demise of Secretary Madeleine Albright. She made unprecedented contributions to multilateralism during the cold war and advancement of the rights of the women and girls.

Yesterday, the 48th Session of the Council of Foreign Ministers of the Organization of Islamic Cooperation (OIC) issued the Islamabad Declaration. In this declaration, the OIC Foreign Ministers stated the following on the situation in Ukraine:

“We express deep concern at the deteriorating security and humanitarian situation arising from the conflict in Ukraine. We reaffirm unequivocal support for the universal and consistent application of the principles of the UN Charter, including non-use of force, respect for the sovereignty and territorial integrity of states, non-interference in their internal affairs, and pacific settlement of disputes, to preserve and build international peace and security, to ensure equal security for all States and respect for International Humanitarian Law.”

“Having deliberated on the ongoing conflict between Russia and Ukraine at the 48th Session of Council of Foreign Ministers, we call for an immediate cessation of hostilities to prevent further loss of life and ensure that the humanitarian crisis does not worsen in Ukraine. We stress the need for the establishment of humanitarian corridors to ensure safe movement of civilians from active conflict zones and the provision of humanitarian supplies. We urge both sides to engage in meaningful dialogue with the purpose of finding a solution to the present conflict. We express the willingness of OIC member states to support and facilitate the dialogue process between all sides, if requested.”

Mr. President,

Pakistan appreciates the several efforts made by some countries to facilitate an end to this war and promote a negotiated solution – including Turkey and China. Pakistan has supported such efforts and contributed to them within our capacity.

We also appreciate the endeavors by South Africa, the EU, Mexico and others at the UN to agree on a resolution to provide adequate & expeditious humanitarian assistance to those so gravely affected by the Ukraine conflict. Even at this late stage in our deliberations, we hope that we can adopt an agreed outcome, which can facilitate the promotion of humanitarian help to civilians in Ukraine, to the refugees and displaced people, including foreign nationals and students, on the basis of humanitarian principles and without discrimination.

Such an agreed outcome should not be impeded by political considerations. A divided outcome will not yield the humanitarian objectives we all desire.
