New York, 29 July 2022 (TDI): The Permanent Representative of Japan to the United Nations, Ishikane Kimihiro gave a statement at United Nations Security Council Meeting.

The meeting discussed the topic of “Collective Security through equitable burden sharing: strengthening regional arrangements for the maintenance of international peace and security”

The Ambassador mentioned that Japan has witnessed escalating threats to the rule of law in the international order. The regional agreements are becoming more and more crucial.

In accordance with the UN charter’s principles, Japan supports the expanded role of regional and sub-regional institutions in maintaining peace and security.

The solution for sustainable peace is only possible when it is locally driven, owned, and supported by significant local engagement.

In this sense, regional agreements are best placed to meet the urgent need. Therefore the Security Council and the larger UN system must work together more closely.

Peace Initiatives

Japan considers the issues surrounding the various funding and aid alternatives for peace activities should be thoroughly explored.

Japan has contributed to the African Union (AU) Peace Fund every year since 1996. These donations have helped fund initiatives for AU-led peace assistance initiatives, like mediation.

Japan also supports sub-regional groups to solve the governance and security issues that the region’s nations face.

Moreover, it also assists African nations in developing their own capabilities at international training facilities for peacekeeping that are dispersed around the continent.

Humanitarian Aid

The world should also strengthen regional agreements based on the intersection of development, humanitarianism, and peace. UN tools like the Peacebuilding Commission and UN Agencies, Funds, and Programmes can be used for these purposes.

Japan has made resolving the fundamental causes of disputes a high priority. It is also promoting the establishment of inclusive, responsible, and efficient institutions.

Japan has also actively supported conflict-affected African nations. It worked to reduce the suffering of people and develop resilient and trusted institutions under the banner of the New Approach for Peace and Stability in Africa (NAPSA).

Lastly, the initiative was also promoted at the seventh Tokyo International Conference on African Development (TICAD) in 2019.
