Tashkent, 29 July 2022 (TDI): The Minister of Foreign Affairs of Kyrgyzstan, Jeenek Kulubaev represented Kyrgyzstan at the Council of Foreign Ministers of SCO. The meeting is being held in Tashkent.
Shanghai Cooperation Organization (SCO)
SCO is an intergovernmental organization founded in Shanghai in 2001. It comprises eight Member States. The states are China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan, and Uzbekistan.
Some states like Afghanistan, Belarus, and Iran have observer status. The organization holds meetings throughout the year to solve any issues faced by the member states collectively.
It also provides the member states with an opportunity to discuss possible cooperation between them. The organization mainly focuses on regional security issues.
Moreover, reforms to the fight against terrorism and ethnic and religious extremism are also part of the organization’s agenda. It also aims at strengthening regional cooperation.
SCO Council of Foreign Ministers
The meeting between Foreign Ministers of SCO’s member states started on Thursday. It will continue till Friday. Foreign Ministers from Pakistan, China, Russia, and Kyrgyzstan are attending the meeting.
The main focus of the meeting is to discuss GDP issues and discuss on solutions for the rising inflation in many of the member states.
Participating delegates also exchanged opinions on issues of regional and international dynamics. The meeting has also given the Foreign Ministers of member states to meet and discuss their bilateral relations.

Kyrgyz Foreign Minister addressed the Council
Jeenek Kulubaev, the Foreign Minister of Kyrgyzstan also addressed the meeting. The meeting saw a discussion on preparations for the upcoming Council of Heads of SCO member states. They also discussed the issue of the expansion of the organization.

Correspondingly, the discussion of Iran’s inclusion in SCO as a member state was also on agenda. The procedure for admission of Iran to SCO was finalized.
The Foreign Minister in his address to the Council highlighted the need of implementing the Decision of the Heads of SCO member states to improve the security of the region.
He said that it was time that member states improve their mechanisms to counter challenges and threats faced by the member states.
He also appreciated the relevant incentives started by SCO countries in this domain. Furthermore, he also updated the delegates about the initiative of the Kyrgyz Republic.
The initiative directs toward the establishment of a Center for combating international organized crime in Bishkek. The Foreign Minister also emphasized the need of increasing the transit potential of the region.
He stressed the importance of previously signed agreements to intensify the cooperation of member states and called for more action. He also brought to attention the decree signed by Kyrgyzstan in July.
The decree is “On the creation of a comprehensive system for the introduction of digital green transit corridors through the territory of the Kyrgyz Republic to third countries.” It will help Kyrgyzstan foster its ties with other countries.
Jeenek Kulubaev further said that Kyrgyzstan gives great importance to intensifying its cooperation with SCO member states. Also, it will continue to develop and sign mutually beneficial cooperation in all areas with the member states of SCO.
In concluding his address, Jeenbek Kulubaev asked the participating Ministers to support Kyrgyzstan’s initiatives at the international level. Additionally, he emphasized supporting Kyrgyzstan for its candidacy for the UN Human Rights Council from 2023-2025.
Following the meeting, the parties signed a number of decisions of the Council of Foreign Ministers of the SCO member states on the further development of cooperation within the Organization.
The Foreign Minister of Kyrgyzstan, in addition to this Council, also held bilateral meetings with Foreign Ministers of other states.
