COP27: Pre-Summit Speech by UN Secretary General

Sharm El Sheikh, 4 October 2022 (TDI): On the first day of a pre-summit ahead of the United Nations Conference of the Parties (COP 27), Climate Change conference, the United Nations Secretary-General, Antonio Guterres shared with the reporters about the work ahead.

United Nations Secretary-General stated that the work ahead is as immense as the climate impacts the world is experiencing.

The Secretary-General during the session highlighted that “A third of Pakistan flooded. Europe’s hottest summer in 500 years. The Philippines hammered.

The whole of Cuba is a blackout. And here, in the United States, Hurricane Ian has delivered a brutal reminder that no country and no economy is immune from the climate crisis and while climate chaos gallops ahead, climate action has stalled.”

Antonio Guterres further underscored that “The actions of the wealthiest developed and emerging economies simply don’t add up.”

Moreover, he also warned, “we are in a life-or-death struggle for our own safety today and our survival tomorrow, there is no time for pointing fingers or ‘twiddling thumbs’ but instead requires a quantum level compromise between developed and emerging economies.”

Additionally, he pointed out that “The world can’t wait. Emissions are at an all-time high and rising.”

While the globe continues to burn, the conflict in Ukraine is delaying climate action, and the dynamic climate actors in business are still constrained by “outdated regulatory frameworks, red tape, & destructive subsidies that send the wrong signals.”

The UN Chief affirmed that significant advancement must be achieved in addressing loss and damage that exceeds nations’ capacity for adaptation as well as financial support for climate action.

He stated that decisions must be made regarding loss and damage right away because “failure to act” will result in “further loss of trust and more climate damage.” He called it a “moral imperative that cannot be ignored.”

The UN Chief also shared, “This week’s pre-COP can determine how this crucial issue will be handled in Sharm el-Shaikh.”

Moreover, the world requires clarification from affluent nations over the fulfillment of their $100 billion commitment to help climate action in developing nations.

Additionally, international development banks must “lift their game” and emerging economies require assistance to encourage renewable energy and increase resilience. Funding for adaptation and resilience must account for half of all climate finance.

He continued, “While the Resilience and Sustainability Trust led by the International Monetary Fund (IMF) is a good start, major multilateral development bank shareholders must be the driving force for transformative change.”
