Bishkek, 27 October 2023(TDI): On 26 October, Chinese Premier Li Qiang addressed the 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States, underscoring the importance of advancing Belt and Road cooperation and strengthening regional ties among member nations.
During his speech in the capital city of Kyrgyzstan, Premier Li called on the SCO members to jointly accelerate the development of major economic corridors and deepen their alignment with high-quality Belt and Road cooperation.
He noted that this should be harmonized with each member state’s development strategies. Premier Li also highlighted the role of the SCO Development Bank in supporting these initiatives.

The SCO, founded on the principle of regional countries deciding regional affairs through consultation without external interference, has been at the forefront of regional collaboration.
Premier Li reiterated the organization’s founding aspiration and emphasized the need to reinforce the regional security framework.
He urged member states to reject external interference and enhance the organization’s mechanisms for coping with security threats and challenges. In particular, he called for unified efforts to combat transnational organized crimes and the “three forces”—terrorism, separatism, and extremism.
Furthermore, he stressed the importance of fostering economic recovery, expanding cooperation in building safe and efficient transportation systems, promoting trade and investment liberalization, and maintaining stable industrial supply chains. This approach is essential for the prosperity of SCO member states.
Additionally, Premier Li called for deepening people-to-people ties and enhancing cooperation in various fields, including education, sports, culture, and tourism. He emphasized the significance of mutual understanding and friendship among the people of SCO member states.
