As a major initiative taken by China to promote the building of a community with a shared future for mankind, the Belt and Road Initiative is facing new historical opportunities and challenges at the new stage. As the capital and international metropolis of China, Beijing has unique geographical advantages, economic foundation and scientific and technological strength.
Over the past decade, Beijing has made full use of the advantages of the capital, served the overall work of the country, actively integrated into the Belt and Road Initiative development, and made solid achievements in investment and trade, scientific and technological innovation, people-to-people and cultural exchanges and international exchanges.
At present, the Beijing Promoting the Belt and Road Initiative High-quality Development Action Plan (2021-2025) and the Regulations on the Construction of Beijing International Science and Technology Innovation Center are both in implementation. Beijing is actively promoting the high-quality development of the Belt and Road Initiative, and the rise of new quality productive forces has injected new vitality into the realization of this goal.
The term new quality productivity was first proposed by General Secretary Xi Jinping during his investigation in Heilongjiang province in September 2023. Since then, the new quality productivity has been formally written into the central document, and has been mentioned and emphasized on many important occasions. New quality productive forces refer to the new productive forces formed by the joint action of new factors of production, modes of production and technological means in the process of human social development.
New quality productive forces, as the representative of advanced productive forces, have the characteristics of history, process, breakthrough and leading. It gets rid of the traditional economic growth mode and the development path of productivity by relying on factor input, and gives birth to a new form of productivity through technological revolutionary breakthroughs, innovative allocation of production factors and the deep transformation and upgrading of industries. New quality productive forces, led by innovation, high technology, high efficiency and high quality, are in line with the new development concept and become an important force to promote social progress.
As a center of science and technology innovation, Beijing has unique advantages and conditions for the development of new quality productive forces, and should actively explore the path of using new quality productive forces to enable the Belt and Road Initiative high-quality development. Specifically, the improvement of new quality productivity can help the high-quality development of the Belt and Road Initiative in Beijing through the following aspects:
Firstly, we need to promote innovation-driven development, make use of the innovative characteristics of new-quality productivity, strengthen scientific and technological innovation and model innovation, foster emerging industries and innovation-oriented enterprises, and build internationally competitive industrial clusters. Beijing has a large number of universities and scientific research institutions, with a strong scientific and technological innovation strength. We should make full use of this advantage, strengthen cooperation and exchanges with countries along the Belt and Road Initiative in the field of scientific and technological innovation, and promote the development of new technologies, new industries and new forms of business.
Beijing will further integrate the scientific and technological innovation resources of “three cities and one district”, and give full play to the role of Zhongguancun Science City, Huairou Science City, Future Science City and innovative industrial cluster demonstration area as the main platform in scientific and technological innovation. In particular, Huairou Science City will strengthen the application of major science and technology infrastructure clusters, build a comprehensive national science center, and promote the formation of a world-class major science and technology infrastructure cluster.
Secondly, optimize the allocation of resources, through the optimal allocation of new and quality productivity, realize the efficient use of resources and industrial transformation and upgrading, and enhance the sustainability and competitiveness of economic development. Beijing will strengthen the coordinated development of multiple factors and resource markets. For example, the Beijing Equity Exchange will focus on improving quality and efficiency, promoting business innovation, and providing access opportunities for more businesses, such as the disposal of idle waste materials assets.
In addition, Beijing will also actively promote green development, and promote the deep integration of high-quality development and green productivity by building a national green exchange.
Thirdly, we need to promote industrial transformation and upgrading, make use of the advantages of new quality productive forces, accelerate the upgrading and transformation of traditional industries, foster and strengthen emerging industries, and build a modern industrial system. Beijing will also strengthen the integration of scientific and technological innovation and industrial development. Optimize the industrial layout and cooperation based on the actual industrial development of Beijing and the resource endowment of the countries along the Belt and Road Initiative routes, and find the cooperation convergence points. We will jointly build industrial parks and promote a new pattern of coordinated regional development by strengthening cooperation between the upstream and downstream of the industrial chain.
By giving full play to the chain length for production, promote the landing of the industrial chain map, and establish the industrial development model of “leading enterprise + industrial fund + project”. At the same time, Beijing will support the construction of the Xiongan New Area, actively promote the development of the sub-center of the city, guide appropriate resources to gather in the sub-center of the city, give play to the driving role of external industries in the plain, and accelerate the cultivation and expansion of characteristic industrial clusters.
Fourthly, optimize the innovation and entrepreneurship ecology, improve the service system for innovation and entrepreneurship, and attract more talents and enterprises to participate in the development and innovation activities of new quality productivity. We will improve the policy environment, formulate and improve policies for innovation and entrepreneurship, and provide preferential policies such as tax relief and financial support for innovators, so as to reduce the cost of innovation and entrepreneurship.
We should establish a sound talent training mechanism, strengthen the connection between higher education, vocational education and industrial needs, and cultivate more talents with innovative spirit and practical ability. We will strengthen the introduction of talents, attract outstanding talents from home and abroad to Beijing for innovation and entrepreneurship, and provide strong talent support for the city’s innovation and development.We will improve the service platform for innovation and entrepreneurship, establish a number of high-level innovation and entrepreneurship incubators and accelerators, and provide space, capital and technology support for start-ups.
Beijing will intensify the work of talents, improve the evaluation system of scientific and technological talents around the development of new quality productive forces, and stimulate the enthusiasm, initiative and creativity of scientific and technological workers. By improving the hierarchical management of talents, we will take measures to classify first-class leading scientific and technological talents, young scientific and technological talents, outstanding engineers, major craftsmen, and highly skilled personnel, fully mobilize the enthusiasm of talents, and build a team of talents to promote the development of new quality productive forces.
Fifthly, Beijing will strengthen the transformation and application of scientific and technological innovation achievements. By strengthening the incubation and services of science and technology enterprises, we will support the construction of generic technology platforms, encourage cooperation between universities, research institutes and enterprises, and promote the rapid transformation and industrialization of scientific and technological achievements.
At the same time, Beijing will also optimize the classification and evaluation system of science and technology projects, and form a science and technology evaluation orientation with quality, performance and contribution as the core. We will strengthen cooperation between enterprises, universities and research institutes, encourage universities and research institutions and enterprises, and jointly promote scientific and technological innovation and the commercialization of achievements. We will establish a platform for industry-university-research cooperation to promote the deep integration of innovative factors such as technology, talent and capital.
Sixth, strengthen international cooperation: take advantage of the leading characteristics of new quality productive forces, actively participate in international division of labor and cooperation, strengthen economic and trade exchanges and cultural exchanges with countries and regions along the Belt and Road Initiative, jointly build an international cooperation platform for scientific and technological innovation, and build a closer cooperation network. We will build an open economic system, actively participate in the reform and development of the global economic governance system, and promote the formation of a more just and equitable international economic order. At the same time, we will strengthen communication and exchanges with the international community to show China’s good image as a responsible major country.
To sum up, the new quality of productivity to promote the Belt and Road Initiative high-quality development is of great significance, strengthen the construction of talent team, integration of science and technology innovation resources, strengthen the integration of scientific and technological innovation and industrial development, promote the coordinated development of factor resources market, promote the development of green and strengthen the transformation and application of scientific and technological innovation achievements of these measures, will help to promote the innovation and development of Beijing, enhance the level of new quality productivity.
