China Proposes Ten Global Security Measures

Beijing, 11 September 2024 (TDI): China has put forward a set of 10 measures aimed at bolstering global public security cooperation.

The proposed initiatives focus on collaborative efforts to combat cross-border crime and international terrorism, develop secure and open cyberspace, and address emerging risks posed by artificial intelligence (AI).

These measures were announced by the Chinese Ministry of Public Security (MPS) during the Global Public Security Cooperation Forum, held in Lianyungang, Jiangsu Province, from Sunday to Tuesday.

The measures form a key component of a concept document on global public security cooperation, formulated at the forum.

According to Zeng Weixiong, President of the Forum, the document outlines a framework for international cooperation on public security.

“More specific cooperation and outcomes will emerge in the future,” Zeng said at a press conference on Monday.

The document also calls for establishing a global cybersecurity governance order and framework that addresses disparities in cyber governance between developed and developing nations. It seeks to build a broad consensus on cybersecurity governance while urging countries to improve intelligence sharing to effectively monitor and prevent global terrorism.

Additionally, the document advocates providing technical training and equipment to developing nations to strengthen their counter-terrorism capacities.

A significant topic discussed at the forum was a research report on the global public security index, which is expected to be published later this year.

The report aims to support long-term cooperation in global public security.

China’s Efforts for Global Public Security

The forum, which was attended by 2,100 experts, scholars, and law enforcement personnel from 122 countries, regions, and international organizations, reflects China’s increasing efforts to contribute to global public security.

Under the Global Security Initiative, launched in April 2022, China has been intensifying its efforts to enhance global public security.

State Councilor and Minister of Public Security Wang Xiaohong announced at the forum’s opening ceremony that China would train 3,000 law enforcement personnel from various countries over the next year.

This initiative is part of China’s broader efforts to strengthen international cooperation on global security challenges.

During the forum, a new training plan for global public security personnel, scheduled for 2025-2026, was launched by 100 senior law enforcement officials, heads of police academies, and police experts from 19 countries and regions.
