Ambassador Jadoon’s statement on UNSC reforms

New York, 15 December 2023 (TDI): Deputy Permanent Representative of Pakistan to the United Nations New York Ambassador Usman Jadoon made a statement during the Inter-Governmental Negotiations process on the question of the United Nations Security Council. 

The Ambassador remarked that Pakistan was working as part of the Uniting for Consensus Group to evolve consensus on the reform process to make the United Nations Security Council truly democratic. 

The Ambassador said that the reform of the UNSC involves the strategic interest of all member states. The goal can be attained through a comprehensive reform that caters to the interests of all member states, small, medium, and large. 

He continued that Pakistan has highlighted the need for comprehensive reforms to make the UNSC more representative, more democratic, more transparent, and more accountable. 

He highlighted in his statement that the Republic of Pakistan has opposed the expansion of the permanent membership of the United Nations Security Council with or without a veto. 

Ambassador Usman added that the veto is a fundamental pillar of the reform process and has a direct impact not only on the efficiency of a reformed Security Council but also on the credibility of the United Nations. 

The most effective and feasible way of balancing the power of veto is to increase the number of elected members in the United Nations Security Council. 

The Uniting for Consensus shares this sentiment because the veto of ‘a few’ undermines the rights of others. It makes the United Nations Security Council less democratic and less effective, as we have unfortunately experienced time and again.

In his concluding comments, the Ambassador added that, on the categories of membership, Uniting for Consensus, of which Pakistan is a part, believes that its proposal for the creation of additional non-permanent seats, with equitable geographical representation, regularly elected to ensure accountability, is the best option.
