Beijing, 7 March 2023 (TDI): In a “two-session” gathering, China’s President Xi Jinping emphasized that high-quality development is mandatory in building China into a modern socialist country in all relevant areas.
Speaking at the first session of the 14th National People’s Congress, Jinping highlighted the importance of applying the new development philosophy.
He further added that development must be innovative, coordinated, green, open, and for everyone in an integrated manner.
Moreover, Jinping also stressed the need to raise awareness of quality and maintain a better balance between an effective rise in quality and reasonable growth in quantity.
He said, “the ultimate goal is to meet people’s increasing expectations for a better life by transforming the achievements of development into a better quality of life.”
Further, he highlighted the importance of speeding up efforts to achieve greater self-reliance and strength in science and technology as the path to promoting high-quality development.
Thus, the Chinese President suggested, “there is a need to improve the science and technology system by creating an environment that promotes innovation.
This can be achieved by enhancing the culture of innovation and perfecting the system for appraisal of science and technology, as well as the incentive mechanism.”
Given that, the ultimate goal is to provide innovative personnel with an enabling environment where they can fully utilize their talents and achieve their potential.
Facing fierce global competition, Jinping called for the fostering of new growth drivers and strengths, which fundamentally depends on sci-tech innovation.
Jinping also pointed out, “promoting agricultural modernization is a prerequisite for achieving high-quality development and that strong agriculture is the foundation of a strong modern socialist country.”

That being the case, to promote high-quality development, Jinping emphasized the importance of upholding the overall leadership of the Party and exercising full and strict governance over the Party.
Party committees at all levels should take responsibility for strengthening team building of leaders and officials, reinforcing Party building on all fronts, and carrying out thematic education to thoroughly learn and apply the thought on socialism with Chinese characteristics for a new era.
Accordingly, this will provide political guidance and guarantee for China to make contributions in the new era.
