Murree (TDI): The United Nations Office for Project Services (UNOPS) and Pakistan’s Health Services Academy (HSA) have signed a Memorandum of Understanding (MoU) to promote strategic collaboration in public health innovation, research, and health system strengthening.
The MoU was formalized during the “Dialogue Session on Strengthening Health Procurement Systems in Pakistan,” organized by UNOPS. The session brought together health experts, officials from the Ministry of National Health Services, Regulations & Coordination (MoNHSRC), the Common Management Unit (CMU), and HSA to discuss challenges, opportunities, and practical solutions for improving health procurement and supply chain systems in the country.
Under the partnership, both organizations aim to advance sustainable, resilient, and accessible health systems through joint research, capacity-building initiatives, innovation, and implementation support. The collaboration aligns with Pakistan’s national health priorities, contributes to universal health coverage, and supports progress toward the Sustainable Development Goals (SDGs).
It also provides a platform for joint project development, resource mobilization, and knowledge sharing to inform evidence-based health policies and programs.

Dr. Shahzad Ali Khan, Vice Chancellor of HSA, highlighted the importance of the collaboration, saying, “As Pakistan’s national public health institution, HSA is committed to tackling public health challenges through research, education, and policy guidance. This MoU with UNOPS is a significant step toward innovative solutions that strengthen health systems, prevent disease, and improve health outcomes across the country.”
Jennifer Ankrom, Country Manager of UNOPS Pakistan, emphasized the UN’s dedication to enhancing Pakistan’s health sector. “This collaboration combines UNOPS’ operational expertise with HSA’s academic strengths to drive innovation, strengthen health procurement, and build capacity to deliver quality services, particularly for the most vulnerable,” she said. Ankrom also thanked the Ministry of NHSR&C for its continued trust in UNOPS to support key national health priorities.
