Russia Gives Afghanistan Full Membership at Upcoming Moscow Format Meeting

Moscow (TDI): On the sidelines of UN-led working groups’ consultations on Afghanistan in Doha, Russian special envoy on Afghanistan, Zamir Kabulov, told TASS news agency that Russia has decided to include Afghanistan as a “full member” in the upcoming 7th Moscow Format. 

He also indicated that the Format will convene in September or October, and that exact date will be announced later.

The date has not yet been determined, but by tradition, we will definitely hold it [the meeting] in September-October,” the Russian diplomat said. 

Kabulov further added, “We, together with our regional allies and the ambassador [of Russia to Afghanistan, Dmitry Zhirnov], have already discussed here the possible content [of the consultations] and further coordination of joint actions.” 

The special envoys of China, Russia, and Pakistan also had an informal discussion on the sidelines of the Doha consultations which, as per Pakistan’s Special Representative on Afghanistan, ” reflected a shared commitment to enhanced regional cooperation on Afghanistan.”

What is Moscow Format?

Moscow format is a multilateral forum spearheaded by Russia for coordination on and practical approaches to peace in Afghanistan. It kickstarted in April 2017 and includes regional countries and stakeholders. Prior to the Taliban takeover, its emphasis has been on promoting inclusive intra-Afghan dialogue. 

Since the takeover, the Format focuses on regional responses to security, terrorism, narcotics and refugee issues in Afghanistan. Beside other strategic interests, Russia was deeply concerned about the spread of terrorism from Afghanistan into Central Asia.

For this reason, it felt a need to bring key regional players together and have collaborative consultations on Afghanistan – a format distinct from West-led initiatives. Till now, 6 rounds of Moscow format meetings have been held.

The last round convened on October 4, 2024 in Moscow, with participation of special representatives and senior officials from Russia, India, Iran, Kazakhstan, Kargyzstan, China, Pakistan, Tajikistan and Uzbekistan. Acting foreign minister of Islamic Emirate of Afghanistan, Amir khan Muttaqi also came on the table, but only as a guest. 

The Forum unanimously reaffirmed their support for Afghanistan’s development as an independent, unified and peaceful state. They also expressed readiness to assist Kabul in counter terrorism and anti-drug efforts.
