President Mirziyoyev Congratulates Uzbek Citizens on Constitution Day

Tashkent (TDI): On the 33rd anniversary of the adoption of the Constitution, which is celebrated countrywide as a national holiday, the President of Uzbekistan Shavkat Mirziyoyev issued a congratulatory message addressing the Uzbek people.

In his message, he noted how the Constitution guards and honors the will of the people and how it is a guarantor of peace, stability, and rule of law. The President also acknowledged how recent reforms are keeping the Constitution afloat and dynamic.

“As part of our ongoing reforms to strengthen representative bodies as the true platform of the people, from January 1, 2026, we will separate the duties of khokims and council chairpersons in districts and cities,” the President said.

“We will continue to uphold constitutional principles such as people’s power, representative democracy, and the rule of law,” he added.

The President’s message also mentioned the legislative, social, and economic achievements of recent times; noting that per capita income has reached $3,500, preschool education coverage now stands at 78%, higher education coverage at 42%, and life expectancy has increased from 73.8 to 75.1 years.

He also emphasized the promotion of constitutional knowledge and values among the citizens; who can then become the embodiment of those values and protect the country with unity and cohesion.

On the occasion of the Constitution Day, President Mirziyoyev pardoned 615 people, acting in line with the Constitution’s Article 109, paragraph 23.

220 have been fully relieved of their punishment while 123 have been conditionally released early from serving their sentences. The imprisonment sentences of 175 people have been reduced, and the punishment of 97 people has been made less harsh.

The President signed the decree called “On pardoning a group of persons serving sentences who have sincerely repented of their deeds and firmly embarked on the path of correction,” which is a symbolic gesture of the state’s generosity.

Of those who have been pardoned, nine are foreign citizens, twenty nine are women, twenty three are men over 60 years old, while 264 are young people; including 2 minors.
