About the talks, Pakistan’s SAPM Khan said that all four countries expressed their desire for “a stable, sovereign, and peaceful Afghanistan.”
“A particular point of concern was the continued presence of designated terrorist organizations, such as TTP, BLA, ETIM, Jaishuladl, ISIL, and Al-Qaeda,” he added, reflecting Pakistan’s stance as a country directly affected by the presence of such groups in neighboring Afghanistan.
“In light of this shared threat, the nations emphasized the critical importance of enhanced coordination and collaborative action to combat terrorism in all its manifestations,” SAPM Khan further remarked.

The quartet acts as the contact group of the MFC. The participants focused their discussions on substantive issues of the upcoming October 7 session of the Moscow Format of Consultations on Afghanistan, including the drafting of the final document.
For the first time, Afghanistan will be formally welcomed as a member country in this format and Afghanistan’s acting Foreign Minister, Amir Khan Muttaqi, is expected to attend.
The Moscow format on Afghanistan was created in April 2017. It unites 11 countries that have expressed interest in a settlement in Afghanistan.
