Toledo, 31 August 2023 (TDI): The Informal Foreign Affairs Council, also known as Gymnich, convened in Toledo under the Spanish Presidency of the Council of the European Union. High Representative Josep Borrell addressed the press conference following intensive discussions with Foreign and Defense Ministers from European Union member states.
High Representative Borrell began by expressing his gratitude to the Spanish Presidency and Foreign Minister José Manuel Albares Bueno for their exceptional organization of the double meeting with Defense and Foreign Ministers.
The discussions at Gymnich centered on key global issues, with an emphasis on Ukraine and the recent coup d’état in Niger.
The High Representative highlighted that the focus during this gathering was on diplomatic efforts, seeking peaceful resolutions, and ensuring support to affected nations.
Regarding the situation in Ukraine, Borrell emphasized the need for a just peace that safeguards Ukraine’s territorial integrity and sovereignty.
The High Representative shared insights from the Ukrainian Foreign Minister Dmytro Kuleba about the ongoing counter-offensive and the devastating impact of Russia’s bombing of civilian targets, including schools.
The European Union plans to provide significant financial support for military supplies through the European Peace Facility, and a target of training 40,000 Ukrainian soldiers was proposed.
The situation in Niger was another crucial topic of discussion. High Representative Borrell commended the testimony of leaders from the Economic Community of West African States (ECOWAS), who outlined their diplomatic efforts to restore constitutional order in Niger following the military coup.
The European Union pledged support for ECOWAS’ actions and sanctions, focusing on diplomatic and humanitarian approaches.

Borrell acknowledged the challenges faced by coastal countries in the Gulf of Guinea due to the growing jihadist threat and discussed the importance of the upcoming High-Level Dialogue between Kosovo and Serbia, which he will facilitate.
Borrell also announced a proposed Ministerial meeting with Western Balkans ministers and addressed the idea of European enlargement, emphasizing the importance of preparedness for potential new member states.
High Representative Borrell reiterated the European Union’s commitment to diplomatic solutions, while not ruling out the consideration of further actions based on proposals from affected regions.
He also emphasized the significance of dialogue, international cooperation, and maintaining a united stance against conflicts and crises.
