The International Digital Security Forum (IDSF) 2025 in Vienna has emerged as a pivotal gathering for global leaders, policymakers, and experts to address the evolving challenges in digital security.
Day 2 of the forum continued to build upon the momentum established on the opening day, delving deeper into critical issues such as artificial intelligence (AI), cyber diplomacy, and the protection of critical infrastructure.
Artificial Intelligence: A Double-Edged Sword
A central theme of the day’s discussions was the dual nature of AI in cybersecurity. While AI offers enhanced capabilities in threat detection and response automation, it also introduces new vulnerabilities.
Experts highlighted concerns over adversarial attacks and data poisoning, emphasizing the need for robust safeguards and ethical frameworks to govern AI deployment in security contexts.
In addition to main track panels and expert talks, a workshop on Artificial Intelligence and Cyber Security of High-Risk Critical Infrastructure was also organized. Vienna Center for Disarmament and Non-Proliferation (VCDNP) of Austria, which was also one of the exhibitors, chaired the workshop.
The workshop was a first-hand knowledge platform driven by officials working in key cyber security departments in Vienna, including the Transnational Threats Department, Digital Transformation Office of the Unicredit Bank, and Division of Nuclear Security at IAEA, headquartered in Vienna.
Cyber Diplomacy and Global Cooperation
The Forum underscored the importance of international collaboration in establishing universal cybersecurity standards. Discussions emphasized the necessity for these standards to be adaptable to diverse local contexts, ensuring inclusivity and effectiveness.
The role of cyber diplomacy was particularly highlighted as a means to foster trust and cooperation among nations, especially in regions like Africa and the Middle East, where capacity development and active participation in global negotiations are crucial.
The Director Government of Public and Healthcare DACH, Trend Micro, Germany, Dirk Arendt, delivered a keynote on Cooperation and Education as Key Elements of a Digital Future.
Protecting Critical Infrastructure
Sessions dedicated to the security of critical infrastructure brought attention to the increasing sophistication of cyberattacks targeting operational technology systems.
Delegates from various countries, including Singapore, the European Union, and Pakistan, shared insights into the challenges faced and the strategies implemented to bolster defenses.
The consensus emphasized the urgency of developing robust measures to protect essential services and infrastructure from cyber threats.
Addressing Disinformation and Content Governance
The complexities of content moderation in diverse cultural contexts were explored, with discussions focusing on the ethical implications and biases associated with AI-driven moderation tools.
The proliferation of disinformation was identified as a pressing issue, prompting calls for enhanced digital literacy, fact-checking initiatives, and multi stakeholder collaborations to preserve democratic integrity.
This built upon the conversation from Day 1 where ineffective digital governance and limited access to tech was highlighted, particularly in the Global South, and the risks it poses for cyber criminals to fill in the gaps were also deliberated.
