Pledges worth more than US$500 million were announced at a Leaders’ Breakfast on Jumby Bay Island, off the Antiguan coast, ahead of the Commonwealth Heads of Government Meeting’s Leaders’ Retreat, the Commonwealth Secretariat said.

Heads of Government, chief executives, investors, wealthy philanthropists and multilateral lenders attended. The announcements, in cash and in kind, covered trade, climate action, digital transformation and youth development. More than 30 Heads of Government and delegation leaders attended, along with almost 50 industry leaders.

Secretary-General, Shirley Botchwey, said the breakfast delivered on her vision of using CHOGM to drive investment for the 2.7 billion people across the Commonwealth. She argued that the old split of roles between governments and business no longer works, and urged both sides to build joint, investable projects.

The biggest single commitment came from Planet Labs. Chief executive Will Marshall pledged US$60 million, at US$20 million a year for three years, for access to satellite and geospatial data.

The data is meant to improve carbon accounting across forests, coastal and ocean ecosystems, and soils, and to support disaster preparedness.

The Climate Investment Funds’ ARISE resilience program has secured more than US$100 million, with 40 per cent set aside for private-sector participation.

Chief executive Tariye Gbadegesin said the first group of recipient countries will be named next week at COP31 in Antalya. The program still has a US$600 million funding gap against a pipeline of more than US$700 million in ready projects.

Philanthropist Ben Delo committed a US$10 million lead gift, with another US$10 million in matched funding, to launch the Commonwealth Aspiration Fund. It will back education, youth employment and enterprise across the 56 member countries.

The Sustainable Markets Initiative outlined a proposed reinsurance vehicle offering up to US$5 billion of protection per catastrophe. It also launched the US$40 million Lighthouse Nature Fund, which aims to reach US$100 million.

Octopus Energy Generation described a new alliance with the Organization of Eastern Caribbean States, Global Citizen, the Sustainable Markets Initiative and the Eastern Caribbean Central Bank.

The alliance will examine how small island states can cut their fossil fuel dependence and expand low-cost energy and electric transport.

By video link, Green Climate Fund head Mafalda Duarte announced a US$42 million coastal resilience program for five Caribbean Commonwealth countries. The proposal was developed with help from the Commonwealth Climate Finance Access Hub.

Earlier in the week, a coalition of governments, philanthropists and conservation groups launched the Commonwealth Nature Initiative aboard the Fortescue Green Pioneer. It carries a $202.2 million pledge toward protecting at least 30 per cent of the world’s land and oceans by 2030.

World Bank Group President, Ajay Banga, also attended, and urged governments to provide regulatory frameworks that encourage investment, to prioritize financing for micro, small and medium enterprises, and to keep projects simple and use professional implementers.
