China Unveils Policy to Protect Migrant Children

Beijing, 4 September 2024 (TDI): China has introduced its first state-level action plan aimed at the care and protection of migrant children, as announced by the Ministry of Civil Affairs (MCA) on Tuesday.

The policy, developed by 21 government departments, mandates local authorities to create an environment that promotes the healthy growth and comprehensive development of migrant children.

Measures such as conducting surveys, improving protection efforts, and enhancing care services would be taken under the policy.
The action plan targets children under the age of 16 who have left their registered household with one or both parents or other guardians to reside in a different county for more than six months.

It requires local authorities to implement a monitoring and screening system to identify and assist children facing difficulties, such as family hardships, physical disabilities, homelessness, or psychological issues.
To ensure equal access to basic public services for migrant children, the policy outlines key tasks, including promoting equal access to education and healthcare.

Essential Services

It also establishes a checklist of 19 essential services related to nursing, education, medical care, accommodation, and overall development that must be accessible to migrant children in their places of residence.

The plan emphasizes the creation of a grassroots network for the care and protection of migrant children, focusing on building institutions at the city and county levels and establishing local protection stations in townships and neighborhoods.

It encourages local authorities to mobilize businesses, social organizations, and volunteers to help migrant children integrate into their new communities.

Guo Yuqiang, director of the child welfare bureau at the MCA, noted that this policy marks the first time migrant children have been included in national care and protection efforts.

He emphasized that the phenomenon of migrant children has emerged due to China’s rapid economic and social development, and the action plan seeks to address the unique challenges faced by these minors.
