Bangkok, 31 March 2022 (TDI): Brazil and Laos signed a technical cooperation agreement in a ceremony held in Brazilian Embassy in Bangkok.
The Embassy of the Federative Republic of Brazil in Thailand is also accredited to the Lao People’s Democratic Republic.
The Extraordinary and Plenipotentiary Ambassador of Brazil in Bangkok, José Borges dos Santos Júnior, signed the agreement on Brazil’s behalf.
Whereas the Ambassador Extraordinary and Plenipotentiary of Laos to Thailand, Seng Soukhathivong, represented Laos in the agreement.

This agreement will provide ground for the implementation of technical cooperation projects between the two countries. The Brazilian Cooperation Agency (ABC) will coordinate the projects. The national cooperation agency works under the Ministry of Foreign Affairs.
Moreover, there are several priority areas of cooperation between the two nations. The parties will prioritize sectors such as agriculture, health, food security, fighting poverty, and professional training.
Nelci Caixeta, the ABC’s General Coordinator of Technical Cooperation for Africa, Asia, and Oceania, expressed that technical cooperation is a major contributor to the economic development of countries.
Furthermore, the signing of the agreement with one more of the countries of the Association of Southeast Asian Nations (ASEAN) represents the confirmation of the bonds of friendship between Brazil and Laos but also a stimulus to their technical progress, through sustainable development.
Brazil-ASEAN relations
Laos is a member of the Association of Southeast Asian Nations. ASEAN is Brazil’s third-largest trading partner. In addition, due to its large population and increasing economic activity, ASEAN is a potential market for Brazil and Latin America.
Brazil also became ASEAN’s Sectoral Dialogue Partner. It facilitated the sides’ trade in farm produce, defense products, and civil aviation, along with investment and development cooperation.
The Brazilian Cooperation Agency deals with all international technical cooperation involving Brazil and other countries or international organizations.
Its purpose is to negotiate, coordinate, implement and monitor technical cooperation projects and programs that stem from agreements signed between Brazil and other countries and international organisms.
