This momentous day was established according to the Decree of the National Leader of Azerbaijan, Heydar Aliyev, dated August 9, 2001.

Historical Background
Despite the obstacles during the Soviet era, the Azerbaijani language, which has unshakable foundations, managed to maintain its existence.
The Independent Institute of Linguistics within the Azerbaijan Academy of Sciences was established in 1945. This institute gave a severe impetus to developing linguistics as a science.
In 2004, President Ilham Aliyev signed the Decree “On implementing mass publications in the Azerbaijani language with Latin script”. This Decree prepared a list of works in the Latin alphabet of Azerbaijan every year.
In addition, on January 1, 2004, he signed the Decree “On the publication of the National Encyclopedia of Azerbaijan.”
The Decree “On approval of the list of works of prominent representatives of world literature intended in the Azerbaijani language” made a significant contribution to the development of the Azerbaijani language in 2007.
The approval by the President of the “State Program on the use of the Azerbaijani language” by the requirements of time and the development of linguistics in the country is an important historical event for the Azerbaijani language.
The purpose of the State Program is to increase the Government’s attention to the study of the Azerbaijani language during 2013-2020. Furthermore, it also aimed to use the mother tongue to improve linguistic research in Azerbaijan.
The President’s Decree in 2018 “On measures to protect the purity of the Azerbaijani language and further improve the use of the state language” is a successful continuation of the purposeful language policy.
