Islamabad (TDI): Russian Ambassador to Pakistan, Albert P. Khorev, delivered a lecture at the Institute of Policy Research Islamabad (IPRI), tracing the evolution of Russian diplomacy while underscoring the growing momentum in Pakistan–Russia relations.

The lecture was accompanied by an exhibition showcasing prominent Russian diplomats and their contributions, displayed at the institute.

Speaking on the theme of Russia’s diplomatic heritage, Ambassador Khorev outlined how Russian statecraft evolved over centuries, emphasizing the role of diplomacy in safeguarding national interests and shaping international relations.

He highlighted the achievements of several influential diplomats who played pivotal roles in strengthening Russia’s global standing and managing complex international challenges across different historical periods.

Turning to bilateral relations, the ambassador recalled the Soviet Union’s contribution to Pakistan’s economic and industrial development, particularly during the 1960s and subsequent decades.

He noted that Soviet assistance was instrumental in developing Pakistan’s energy sector, including the establishment of a national oil and gas company, exploration and mineral extraction initiatives, and the construction of major industrial and power projects.

“With the help of Soviet specialists, the Karachi Steel Mills and key thermal power plants at Guddu, Jamshoro, and Muzaffargarh were built,” he said, describing these projects as enduring symbols of early cooperation between the two countries.

He noted that political dialogue between Pakistan and Russia has strengthened and diplomatic engagement has intensified across multiple levels, reflecting a shared interest in expanding cooperation beyond historical ties.

Highlighting recent diplomatic activity, the ambassador said that in 2024 alone, the foreign ministers of Pakistan and Russia held three bilateral meetings, addressing a range of bilateral, regional, and international security issues. He added that such engagements reflect a convergence of views on several global challenges.

At multilateral forums, including the United Nations and the Shanghai Cooperation Organization (SCO), Pakistan and Russia have coordinated closely on key principles. Ambassador Khorev said that both countries support the concept of a “polycentric” or multipolar world order, the preservation of traditional values, and respect for historical truth.

He further noted that Islamabad and Moscow share common positions against Islamophobia, international terrorism, neocolonialism, and all forms of discrimination. “Our cooperation at international platforms is guided by shared principles and mutual respect,” he said.

Concluding his address, he described the bilateral relationship as one that is steadily growing stronger, rooted in historical cooperation and reinforced by renewed diplomatic engagement in recent years.
