AI in Military Systems: Pakistan Hosted Regional Consultations

Islamabad (TDI): The Foreign Secretary Pakistan, Amna Baloch, inaugurated the two day high level event of Regional Consultations on Responsible AI in Military Domain (REAIM) on June 17, 2025. 

REAIM was established in February 2023 and serves as a significant platform among experts, governments and private sector to discuss the ethical, legal and security implications in the integration of Artificial Intelligence (AI) in military systems. 

This multi-stakeholder gathering in Islamabad was a joint effort of South Korea, Netherlands and Spain, while 17 States from West, Central and South Asia participated in the dialogue. 

This platform is a part of a broader framework which was initiated by the REAIM Summit, jointly organized by Netherlands and South Korea in The Hague.

Aimed at promoting transparency, building trust and ensuring the responsible use of AI technologies in the military, REAIM ensures that the use of AI in defense aligns with the International Humanitarian Law (IHL) and human rights principles.

As per the statement issued by the Ministry of Foreign Affairs Pakistan, the Foreign Secretary in her remarks said: “Military AI is transforming warfare, but legal and political frameworks are lagging behind. This transformation was unfolding in a deeply fragile international landscape and was lowering threshold for use of force.”

She also mentioned, “In South Asia autonomous weapon capabilities were used for the first time in a nuclear environment and was compressing decision time during crises”

“Global governance must remain anchored in the UN system; REAIM offers a valuable complement. Developing States need capacity-building and regional dialogue to ensure inclusive rule-making,” Secretary Baloch added.

She further emphasized that the innovation in Artificial Intelligence should be guided by principle and human control while judgment must remain paramount.
