US, Russia Face Off Over Gaza Plan in UN Security Council

New York (TDI): The United Nations Security Council is witnessing a high stakes showdown this week, as the Gaza Stabilization Force and a future Palestinian state hang in balance.

The US Mission to the UN has urged member states to support a draft resolution related to Donald Trump’s proposed 20 points  Gaza peace plan, warning of “grave consequences” for Palestinians if it fails. Simultaneously, Russia has presented a counter-text, indicating deep divides in the council.

The US text, according to a draft seen by AFP, would authorize a two year mandate running until the end of 2027 for a transitional governance body in Gaza  known as the “Board of Peace” that former US President Donald Trump would chair.

An international Stabilization Force (ISF) of around 20,000 troops would support security, hostages’ release, and rebuilding, though no US troops would be deployed. Countries like Turkiye, Indonesia, and Egypt are being consulted on the plan.

Russia’s draft rejects the “Board of Peace” concept and instead asks the UN Secretary-General to propose ideas for a stabilizing force, presenting a more balanced approach to a long-term cease-fire.

With the Gaza cease-fire fragile and humanitarian suffering mounting, both texts carry real weight. The US warned that failure to act quickly could trigger renewed hostilities and suffering in Gaza.

The vote is still pending, but if either proposal is vetoed or deadlocked, the lack of unified UN action could empower spoilers and jeopardize the peace effort. The world will be waiting to see whether Washington’s resolution has enough support or if Russia’s alternative finds traction.

The outcome may influence how Gaza is administered in the coming years, how reconstruction proceeds, and whether the Security Council can still respond meaningfully to complicated situations.
