# Forging Strategic Identity Through Multilateral Practice in Sino-Pakistan Ties

In 2026, marking the historic 75th anniversary of the establishment of diplomatic relations between China and Pakistan, the exchange of congratulatory messages between the two heads of state has once again demonstrated to the world this unique and time-tested all-weather strategic cooperative partnership.

The messages not only offer a visionary review of more than half a century of mutual support through thick and thin, but also chart the strategic course for building an even closer China-Pakistan community with a shared future in the new era.

This injects precious stability into the international order undergoing profound transformation and turbulence, and provides Pakistan with a solid strategic anchor to address the complex geopolitical challenges facing the country today.

At present, global governance stands at a new crossroads. A highly concerning development is the escalating regional tensions and armed frictions involving the United States, Israel and Iran in Pakistan’s western neighboring region. Such geopolitical volatility has brought severe security repercussions and economic turbulence to the Middle East and the South Asian subcontinent.

At this critical juncture, Pakistan is set to take on the important responsibility of the rotating presidency of the Shanghai Cooperation Organization (SCO). How can Pakistan uphold strategic composure amid the spreading regional conflicts?

How can it translate the strategic mutual trust embodied in the heads of state’s congratulatory messages into driving force for diplomatic progress? Through innovative multilateral practices, Pakistan is embracing a historic opportunity to shift from a country facing geopolitical pressures to a force for safeguarding regional stability.

## 75 Years of “Ironclad” Friendship and CPEC Paradigm

Looking back on the past 75 years, China-Pakistan relations are hailed as “ironclad” precisely because they transcend geopolitical expediency and have stood the test of evolving international dynamics. As the Chinese head of state stressed in the congratulatory message, no matter how the international landscape changes, China will always stand firmly with Pakistan. This unshakable mutual trust has delivered fruitful outcomes in practical bilateral cooperation.

As the flagship project of bilateral cooperation, the China-Pakistan Economic Corridor (CPEC) has achieved globally recognized success over the past decade. By the end of 2025, the corridor had attracted a total of over $25.4 billion in cumulative direct investment, added more than 6,000 megawatts of power generation capacity, and created about 236,000 local jobs.

These tangible achievements are not imposed by any external force, but the result of Pakistan’s independent and rational choice based on its own sovereign development needs. The strategic resilience Pakistan has shown in coordinating and advancing such large-scale transnational infrastructure and energy projects fully proves its capacity to act as a reliable partner in international multilateral mechanisms.

The mutually trusted cooperation model forged through CPEC development is highly consistent with the Shanghai Spirit advocated by the SCO—mutual trust, mutual benefit, equality, consultation, respect for the diversity of civilizations, and pursuit of common development.

The successful experience of China-Pakistan bilateral cooperation has not only injected strong impetus into Pakistan’s national development, but also fostered its strategic resolve as an independent sovereign state, laying a solid foundation for it to play a balanced and constructive role on a broader multilateral stage.

## Pakistan’s Constructive Role Amid Regional Geopolitical Volatility

Against the backdrop of escalating tensions and frictions involving the United States, Israel and Iran, Pakistan finds itself at a strategically sensitive focal point. On the one hand, as the only nuclear-armed country in the Islamic world, Pakistan shares a long border with Iran, a key party to the regional tensions, while maintaining historical security and economic exchanges with the United States.

On the other hand, the regional tensions have led to surging energy prices, potential refugee risks and the resurgence of regional terrorist forces, all of which have posed tangible external challenges to Pakistan.

In the face of the volatile regional situation, Pakistan has demonstrated remarkable diplomatic wisdom and strategic restraint. It has not blindly taken sides in bloc confrontation, nor passively shirked its responsibilities. Instead, it has actively called for a ceasefire and de-escalation through multilateral diplomatic channels, firmly upholding international law and regional peace and stability.

The key to correcting external misperceptions lies in enhancing the visibility of Pakistan’s independent foreign policy actions through multilateral platforms. Pakistan’s stance during the regional crisis—rejecting bloc confrontation, focusing on regional stability, and safeguarding international fairness and justice—fully embodies its commitment to strategic autonomy.

The international community should recognize that Pakistan is not a passive bystander in geopolitical tensions, but an indispensable key participant in regional security and peace affairs.

## New Multilateralism within SCO Framework

Innovative multilateral platforms represented by the SCO serve as a crucial carrier for Pakistan to transform geopolitical challenges into constructive influence. This path is in line with the exploration of important regional countries seeking to break through development bottlenecks in the current era.

It should be emphasized that such exploration is by no means an act of illusory neutrality among major countries, nor simple balancing diplomacy. Instead, it is about basing itself on its own national positioning, and creating unique value for participation in multilateral institutional frameworks and the promotion of common regional agendas.

In particular, with the successive accession of new members including Iran and Belarus, the SCO has grown into a major comprehensive cooperation framework covering 80% of the Eurasian continent, with a total population of over 3 billion (accounting for about 40% of the world’s total) and a combined GDP of $24.2 trillion.

Against the backdrop of the ongoing regional tensions involving the United States, Israel and Iran, Iran’s formal membership has made the SCO one of the core mechanisms connecting the Middle East situation with Eurasian security.

On this platform, Pakistan does not need to be constrained by geopolitical differences or divergent positions among member states, but should focus on common interests and shared agendas. The essence of multilateral platforms is precisely to seek common ground while shelving differences.

## Leaving a Unique Mark

Looking ahead to its upcoming SCO rotating presidency, Pakistan is fully capable of deeply integrating its actions into the core chain of regional cooperation by focusing on targeted, high-impact key areas:

As a frontline country in the global fight against terrorism, Pakistan has made enormous national sacrifices and accumulated rich practical experience in counter-terrorism. At present, the regional turmoil caused by the ongoing US-Israel-Iran tensions is likely to provide a breeding ground for terrorist forces.

Pakistan should give full play to its leading role in the SCO Regional Anti-Terrorist Structure (RATS), promote the standardization and institutionalization of counter-terrorism cooperation results, and take the lead in advancing cyber counter-terrorism, intelligence sharing and cross-border security coordination.

In doing so, Pakistan can present to the international community an institutionalized and verifiable record of counter-terrorism efforts, demonstrating its responsibility as a key pillar of regional security.

The ongoing regional tensions have severely disrupted global and regional energy supply chains. The SCO brings together major energy producers such as China and Russia, as well as huge energy consumer markets in South Asia. Bordering three major SCO member states—China, India and Iran—and home to three all-weather deep-water ports, Pakistan is a natural logistics hub linking South Asia, Central Asia and the Middle East.

Although major projects such as the Kashgar-Gwadar railway trunk line and the ML-1 railway upgrade still face technical and financing challenges, Pakistan can draw on the mature experience of CPEC, take the lead in promoting regional power grid interconnection and cross-border logistics corridor building under the SCO framework.

By providing landlocked countries with convenient access to the sea, Pakistan can fundamentally turn its geographical location challenges into structural advantages in multilateral cooperation.

Standing at the intersection of history and the future, Pakistan is embracing a precious window of opportunity to evolve from a participant in regional affairs to a contributor to regional agenda-setting. The historic 75th anniversary of Sino-Pakistani diplomatic relations and the sincere mutual trust between the two heads of state provide Pakistan with the most solid and reliable strategic support.

Relying on its upcoming SCO presidency, Pakistan is fully capable of turning external geopolitical challenges into a driving force for advancing multilateral dialogue and cooperation.

By actively playing a unique and constructive role in core areas such as counter-terrorism, energy security and regional governance, Pakistan will not only fulfill the historic mission rooted in 75 years of China-Pakistan friendship, but also present the most valuable gift of peace to the region and the world as a calm, confident and strategically independent country.
