Phnom Penh, 8 November 2022 (TDI): Pham Minh Chinh, Prime Minister of the Social Republic of Vietnam arrived in Phnom Penh on his official visit to Cambodia on the morning of 8 November 2022.

Prime Minister Minh Chinh during his two-day visit to the Kingdom held a bilateral meeting with his Cambodian counterpart, in which both leaders discussed boosting bilateral cooperation and regional and international issues of common concern. 

Likewise, the Vietnamese Prime Minister will pay separate courtesy calls on Samdech Vibol Sena Pheakdei Say Chhum, President of the Senate, & Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly of the Kingdom of Cambodia.

According to the statement released by the Ministry of Foreign Affairs and International Cooperation, Cambodia, Prime Minister, Minh Chinh will lay wreaths at the Independence Monument, the Royal Memorial Statue of Preah Bat Samdech Preah Norodom Sihanouk, the Late King-Father of Cambodia, and the Cambodia-Vietnam Friendship Monument.

This visit commemorates the 55th Anniversary of the establishment of diplomatic relations between Cambodia and Vietnam which was marked by “Cambodia-VietNam Friendship Year”, the press release added.

Prime Ministerial meeting

Hun Sen, Prime Minister of Cambodia holds a bilateral meeting with his Vietnamese counterpart at Peace Palace, Phnom Penh to discuss areas of bilateral cooperation to enhance the partnership between both countries.

In the meeting, the Prime Minister of Vietnam expressed his congratulations on Cambodia’s independence and Cambodia’s successful chair of ASEAN so far.

Both the leaders discussed political and economic aspects, in which both of them agreed to expand friendly cooperation between both countries.

They discussed strengthening the bilateral area of the economic sector, people-to-people exchange, and visiting each other to boost core connectivity. 

Cambodia and Vietnam agreed to expand cross-border trade by boosting border trade, expanding markets, and opening borders for the export of goods.

In addition, both countries showed consensus on enhancing connectivity, both by road and air, through direct flights. Moreover, Cambodia and Vietnam showed encouragement towards strengthening cooperation in the digital sector. 

Prime Minister of Cambodia, Hun Sen congratulated Vietnam on achieving economic growth and COVID prevention.

Singing of bilateral agreements

After the Prime Ministerial meeting, both leaders were invited to the signing ceremony of 11 bilateral cooperative agreements held at Peace Palace, Phnom Penh between Cambodians and Vietnamese officials.

MoU on cooperation in the Agricultural sector signed between the Minister of Agricultural, Planting, and  Fisheries, Cambodia, and the Minister for Agriculture and Rural Development, Vietnam. 

Border trade agreement  between both countries and a MoU between Viettel Cambodia and the Ministry of Postal and Telecommunication signed.

MoU between the National Bank of Cambodia and the State Bank of Vietnam on Financial Cooperation and Payment System.

MoU between the Ministry of Labour and Vocational Training of Cambodia and the Ministry of Labour, Disability and Social Affairs of Vietnam on labour cooperation, MoU between both the governments on type and quantity of commercial vehicles to implement agreements and procedures for road transportation.
