# Dushanbe – A Center of Regional and Global Consideration

During the period of state independence, Dushanbe has undergone unprecedented development as a center of science and culture, becoming one of the most beautiful cities in Tajikistan and the region. Thanks to the innovative and constructive policies of the President of Tajikistan, Emomali Rahmon, as well as the initiatives of the Mayor of Dushanbe, Rustam Emomali, the capital of Tajikistan is becoming more prosperous and beautiful day by day, earning admiration worldwide.

This charming city has a rich history and became the capital of Tajikistan in 1924 following the national administrative division of Central Asia. Remarkably, Dushanbe has transformed its appearance over time, gradually developing into a major city. After the formation of the Soviet Socialist Republic of Tajikistan, Dushanbe gained prestige and was renamed Stalinabad in 1929. Since 1961, the city has been rebuilt, with the construction of high-rise buildings, palaces, spacious halls, theaters, and numerous administrative and cultural institutions.

Dushanbe’s status has steadily grown since independence, and today it serves as a cultural and political center, a place where the aspirations of many are realized. The Tajik peace-making experience, which illuminates the path to further progress, has gained international significance, establishing Dushanbe as a symbol of peace and unity. Notably, in 2004, Dushanbe was awarded the UNESCO “City of Peace” title. In November 2016, it also received the “City of Peace” World Award from the Silk Road Foundation for its outstanding contributions to promoting peace, tolerance, and solidarity.

Since the beginning of independence, Dushanbe has developed bilateral and multilateral relations, establishing cooperation with major cities in Tajikistan’s partner countries based on mutual interests. Today, the capital is a member of the International Assembly of Capitals and Cities, Twin Cities International, the Boulder-Dushanbe Twin Cities Organization, the United Cities and Local Governments Organization, and the World Tourism Cities Federation.

Dushanbe has signed agreements on cooperation and sister city relations with Boulder (USA), St. Petersburg (Russia), Minsk (Belarus), Urumqi, Qingdao, Xiamen, and Hainan Province (China), Ankara (Turkey), Lusaka (Zambia), Sana’a (Yemen), Monastir (Tunisia), Lahore (Pakistan), Klagenfurt (Austria), Reutlingen (Germany), Mazar-i-Sharif (Afghanistan), Tehran and Shiraz (Iran), Ashgabat (Turkmenistan), and Nur-Sultan (Kazakhstan).

One of the main goals of these sister city agreements is to expand, strengthen, and develop interregional ties based on equality and mutual benefit. Through these partnerships, Dushanbe can leverage the trade, economic, scientific, technical, and cultural potential of sister cities and strengthen direct collaboration across all sectors.

According to the travel magazine *34 Travel*, 2017 marked a historic milestone for Dushanbe as it took first place in the ranking of cities with promising tourism potential, based on research by Mastercard. In 2018, the city was included in a list of the ten cities in the Commonwealth of Independent States suitable for spring tourism, as reported by the Russian analytical agency *Turstat*.

From September 7-9, 2018, following a summit in Qingdao, Dushanbe was accepted as a member of the World Tourism Cities Federation. Membership in this federation provides a favorable platform to showcase the country’s tourism potential internationally and conduct marketing analysis.

These achievements contributed significantly to the effective implementation of the 2019–2021 declaration as the “Years of Rural Development, Tourism, and Folk Crafts,” further demonstrating the city’s cultural grandeur and prestige. Thanks to the constructive policies of Emomali Rahmon and the initiatives of Rustam Emomali, Dushanbe has entered an unprecedented stage of development, enhancing its prestige and global recognition.

It can be said with full confidence that Dushanbe will remain a center of attraction for Tajiks worldwide, a shining example of urban governance and development, the ultimate symbol of Tajik hospitality, the embodiment of the nation’s independence achievements, and a central axis of unity and stability in Tajik society.
