# China Highlights Human Rights Progress at Beijing Forum

**Beijing (TDI):** The 2026 Forum on Global Human Rights Governance opened in Beijing on Thursday, where senior Chinese Communist Party official Li Shulei delivered the keynote address.

The forum focused on approaches to human rights governance, with Chinese officials emphasizing the role of development in advancing human rights. Li Shulei, a member of the Political Bureau of the Communist Party of China Central Committee and head of its Publicity Department, outlined China’s perspective that economic and social development forms a key basis for human rights protection.

Chinese authorities highlighted progress made under the National Human Rights Action Plan (2021–2025), stating that all 181 assigned tasks under the plan had been completed. These tasks covered areas including poverty alleviation, food security, environmental protection, gender equality, healthcare, and international cooperation.

According to an official evaluation report presented at the forum, more than seven million people identified as being at risk of returning to poverty were assisted by 2025. The report also said employment levels among people lifted out of poverty have remained above 30 million over the past five years.

Officials also referred to improvements in public services, including healthcare expansion. Over the past five years, more than 3,000 disease prevention and control centers have been established, according to the report.

Employment and economic development were also highlighted as key areas of focus. Authorities said support measures were provided to millions of migrant workers who returned to their hometowns to start businesses during the 2021–2025 period.

The event brought together more than 400 participants from over 100 countries, including representatives from international organizations. Discussions included broader themes of global human rights governance, development, and international cooperation.

The forum concluded with participants noting that human rights governance is increasingly discussed in connection with development, public welfare, and international cooperation, alongside legal and political frameworks.
