# ASEAN, EU Boost Cooperation on Carbon Pricing and Climate Action

**Bandar Seri Begawan (TDI):** The Association of Southeast Asian Nations (ASEAN) and the European Union (EU) are enhancing cooperation on climate action through a regional workshop focused on carbon pricing and carbon markets, held in Brunei Darussalam from May 20 to 21, 2026.

The workshop is aimed at advancing the use of market-based mechanisms to reduce emissions and support sustainable investment across the region. It was jointly organised by the EU’s Technical Assistance Facility to the Green Team Europe Initiative (TAF-GTEI), the Brunei Climate Change Office, the ASEAN Secretariat, and the International Institute for Sustainable Development (IISD).

The initiative builds on discussions from the first ASEAN-EU Ministerial Dialogue on Environment and Climate Change, held in Malaysia in 2025, and reflects growing momentum in regional climate cooperation.

As ASEAN member states move toward low-carbon development pathways, carbon pricing tools such as emissions trading systems and carbon taxes are gaining increased attention. Several countries in the region are already in the process of developing or implementing such mechanisms, while others are exploring participation in international carbon markets under Article 6 of the Paris Agreement.

The workshop brought together government officials, technical experts, and regional partners to share experiences on designing and implementing domestic carbon pricing systems. Participants also discussed how these frameworks can support national climate targets while contributing to broader economic goals.

A key focus of the discussions was improving readiness for participation in international carbon markets, including the development of legal frameworks, institutional arrangements, monitoring and verification systems, carbon registries, and project pipelines.

One of the highlights of the event was a knowledge-sharing session on the European Union Emissions Trading System (EU ETS), the world’s longest-running carbon pricing mechanism, which provided insights into governance and implementation practices.

EU representatives emphasized that carbon pricing plays a central role in reducing emissions while encouraging investment in green transition projects, adding that cooperation with ASEAN aims to support the development of transparent and effective carbon market systems in the region.

Brunei Darussalam officials highlighted the region’s vulnerability to climate change and stressed the importance of access to climate finance and implementation support. They also acknowledged the EU’s role in helping ASEAN unlock the potential of its natural ecosystems, including forests, peatlands, and mangroves, for climate solutions.

As Brunei currently serves as ASEAN-EU coordinator from 2024 to 2027, the workshop is part of broader efforts to deepen cooperation between the two regions ahead of the 50th anniversary of ASEAN-EU relations in 2027.

Officials said the outcomes of the workshop will guide future policy dialogue, technical cooperation, and capacity-building initiatives aimed at strengthening carbon market development and accelerating progress toward low-carbon growth.

Both ASEAN and the EU reaffirmed that closer collaboration will be essential to ensuring carbon pricing mechanisms deliver both environmental integrity and long-term economic opportunity.
